Expanding clean water network for rural people

The rural clean water and environmental sanitation loan program under Decision No. 62/QD-TTg dated April 16, 2004 of the Prime Minister, has been actively implemented by the Yen Bai Provincial Branch of the Vietnam Bank for Social Policies (VBSP) throughout the province.

Over 600,000 people in Yen Bai province have access to clean water.

The beneficiaries of this program are households in rural areas. Each household will receive a preferential loan of 20 million VND/household to serve the construction, upgrading, repair and renovation of clean water and rural environmental sanitation works, thereby improving the quality of life for the people.

According to the Yen Bai Provincial Social Policy Bank, from the time the program was implemented until April 2023, 92,577 households in rural areas have been able to borrow VND959.7 billion to renovate and repair 149,509 clean water and sanitation facilities that meet national standards. Of these, 74,604 are clean water facilities and 74,905 are sanitation facilities. The outstanding debt by April 2023 is VND559 billion, accounting for 12.6% of the total outstanding debt of the programs.

From the beginning of the year to April 2023 alone, 4,195 households have been lent VND 83,879 million to repair and build 8,388 new clean water and sanitation facilities. Of these, there are 4,194 clean water facilities and 4,194 sanitation facilities.

During the implementation of the program, priority is always given to localities on the list of new rural construction in each phase. The loan capital invested in these projects has been and is being effective, contributing to improving people's health and life, contributing to the construction of new rural areas.

Capital from the Social Policy Bank has created conditions for people to use clean water and sanitation facilities that meet standards.

Tran Yen district is the first district in Yen Bai province to meet the new rural standards, the district is striving to become an advanced district in the near future. In particular, the criterion of clean water is also one of the important criteria, the transaction office of the People's Credit Fund of Tran Yen district has contributed significantly to the development of this criterion.

Ms. Nguyen Thi Bich Ngan - Director of the Transaction Office of the Social Policy Bank of Tran Yen district said: Up to now, the total capital of the district Social Policy Bank has reached 487.6 billion VND, an increase of 21.6 billion VND compared to the beginning of the year. The total outstanding loans of the credit programs implemented have reached 486.3 billion VND with 9,810 households with outstanding loans, the loan turnover from the beginning of the year to date is over 21 billion VND. Of which, the Clean Water and Environmental Sanitation loan program has lent to 5,951 households, with outstanding loans of 111.8 billion VND.

Mr. Luu Van Luan's family - Phuc Dinh village, Viet Thanh commune, Tran Yen district is one of the households that used preferential capital from the Tran Yen district Social Policy Bank. Mr. Luan happily shared: "In previous years, the family's well water could not be used, especially when it rained heavily, the water was red and cloudy with a fishy smell. 3 years ago, when my family built a house, the Tran Yen district Social Policy Bank supported a preferential loan of 20 million VND to rebuild the well and toilet. Now the water is clear and clean, my family can use it with peace of mind."

Like Mr. Luan's family, Mrs. Nguyen Thi Toan's family in Phuc Dinh village also used 20 million VND from the district's Social Policy Bank to upgrade and repair the water supply and toilets. "Previously, the water source was not clean, so washing your face could easily cause eye pain and clothes could easily turn yellow when it rained heavily. Since the family bought a clean water tank and rebuilt the well, the above situation has not happened, the water is very clean," Mrs. Toan happily said.

By the end of 2022, the rate of people using hygienic water will reach 93%, contributing significantly to the completion of new rural construction.

It can be seen that Yen Bai is a mountainous province with many difficulties, sparse population, high mountainous terrain, steep passes, bringing clean water to rural people, especially people in highland areas is not easy.

By the end of 2022, the rural population in Yen Bai province will have access to and use hygienic water for daily life, reaching over 600,000 people, reaching a rate of 93%. Of which, the rate of rural people using hygienic water for daily life from centralized water supply works is 29% with 358 works; the rate of rural people using hygienic water for daily life from small-scale works is 62% with about 100,000 works. This demonstrates the province's concern for people in rural areas, especially people in mountainous, remote and isolated areas, thereby contributing to improving the quality of life for people.
