According to VTC News, on the morning of November 2, Hue City experienced heavy to very heavy rain. Due to the heavy rainfall, hydroelectric reservoirs had to increase water discharge to ensure dam safety, causing the water level of Huong River and Bo River to rise. At Da Vien station, the water level of Huong River was measured at 3.34m (approximately 3.5m for alarm level 3); and at Tu Phu station, Bo River was at 4.08m (4.5m for alarm level 3).

Heavy rain and rising river water caused many streets in the center of Hue City such as Ba Trieu, Truong Chinh, Hung Vuong, Phan Chu Trinh, Phan Dinh Phung... to be deeply submerged in water.

For nearly a week now, people in Hue City have been living in floodwaters, the water has just receded and then risen again.

At the intersection of Ba Trieu Street and Truong Chinh Street (Hue City), water was over 30cm deep, making it difficult for vehicles to move.

Some sections of water were deeper than half a wheel, people had to wade through the water to push their carts back home.

The rubbish left over from the flood a few days ago has not been cleaned up yet and is now submerged in water again.

On the same afternoon, the Hue City Civil Defense Command issued a flood warning for agencies, units, and localities to be aware and proactively respond. Accordingly, in the past 6 hours, in the areas of Long Quang, Nam Dong, Khe Tre, Loc An, Phu Loc, and Thuong Nhat communes upstream of Ta Trach Lake, there was very heavy and especially heavy rain, with a total rainfall of 200-300mm.

It is forecasted that in the next 3 to 6 hours, the rain will spread to the entire city of Hue, with the above areas still having particularly heavy rain. The amount of water flowing into the major rivers will cause the water levels of the rivers to continue to rise.

According to Hue City's professional agency, this afternoon and tonight (November 2), the water level on the Huong River at Kim Long station tends to gradually increase to approximately alarm level 3 (3.5m). The water level on the Bo River at Phu Oc station tends to gradually increase to approximately alarm level 3 (4.5m).
Students continue to stay home from school On the afternoon of November 2, the Department of Education and Training of Hue City issued an official dispatch informing students to stay home from school to avoid flooding. The notice stated that the current situation of rain and floods is complicated, the water level in rivers continues to rise, to ensure the safety of teachers and students, the Department of Education and Training of Hue City requested schools and educational institutions to continue to let students stay home from school on Monday (November 3).
