Vehicle inspection procedures when the car has not yet been transferred to the new owner.
The Traffic Newspaper hotline received a reader's question regarding the registration procedures for a used car that has not yet been transferred to their name.
The vehicle inspection procedure for cars that have not yet been transferred to the new owner is no different from the general regulations for motor vehicle inspection.
Regarding this issue, Mr. Tran Quoc Hoan, Deputy Director in charge of the 2903V Vehicle Inspection Center ( Hanoi ), said that current regulations do not require vehicle owners to bring their cars to the inspection center for inspection.
Therefore, the vehicle inspection center does not verify whether the car has been transferred to a new owner during the inspection, and this does not affect the technical safety and environmental protection of motor vehicles. Thus, the procedure for inspecting cars that have not been transferred to a new owner remains unchanged and still complies with the general regulations on motor vehicle inspection.
Mr. Hoan further explained that for vehicles undergoing periodic inspections, when taking a vehicle for inspection, the owner or driver needs two types of documents: the vehicle registration certificate (original copy, original mortgage receipt from a credit institution, or vehicle registration appointment slip) and, in the case of newly modified vehicles, the owner must also submit the original vehicle modification inspection certificate.
For vehicles undergoing their first inspection or those exempt from initial inspection, the owner or authorized representative only needs to prepare the following documents: Vehicle registration certificate (original or receipt acknowledging the original is being held as collateral by a credit institution, or a registration appointment slip); a copy of the factory quality inspection certificate for domestically manufactured and assembled vehicles (excluding liquidated motor vehicles) to complete the vehicle registration process.
In the case of newly modified motor vehicles, the vehicle owner must submit the original modification inspection certificate.
Currently, commercial transport vehicles that pass quality inspection are affixed with an inspection sticker that has a yellow top and a green bottom. Meanwhile, non-commercial transport vehicles have a blue top and a green bottom to distinguish between the two types of vehicles.
Vehicle owners should prepare all necessary documents and have their vehicles serviced before going for inspection to avoid wasting time.
What should car owners keep in mind when taking their vehicle for inspection?
When getting a car inspected, in addition to the inspection service fee, the inspection certificate fee, and the inspection sticker fee, car owners also have to pay a road maintenance fee.
Typically, to avoid wasting time, vehicle owners should pay road maintenance fees according to the vehicle's inspection cycle. For example, a vehicle with fewer than 9 seats undergoing its first inspection has an inspection cycle of 36 months, so the owner should pay the road maintenance fee for 36 months.
Furthermore, Mr. Hoan stated that when going for vehicle inspection, car owners (drivers) should prepare all necessary documents to avoid wasting time. In addition, before going for inspection, car owners should have their vehicles serviced beforehand to avoid situations where items that haven't been repaired or maintained for a long time fail the inspection, requiring them to return for repairs and re-inspection.
According to regulations, vehicle owners are responsible for maintaining the vehicle's technical condition to the prescribed standards when participating in road traffic between two inspection periods.
According to vehicle inspection centers, the most common technical faults causing vehicles to fail inspections are currently related to the braking and steering systems. In addition, vehicle owners and drivers can proactively identify and fix visible defects such as worn or torn tires, headlights, turn signals, windshield wipers, seat belts, and windows.
In addition, vehicle owners should check for traffic violations and address them before taking their vehicles for inspection to avoid having to turn back later.
According to the Vietnam Registering and Inspection Agency, vehicle quality inspection is a mandatory requirement for all types of road motor vehicles when circulating on the road to ensure the safety of the driver and other road users.
