2025 Old Age Benefit Level

(Dan Tri) - In 2025, subsidies for the elderly will have many changes after July 1, when the revised Law on Social Insurance takes effect with many new regulations.

Before July 1

Before July 1, the policy to support the elderly was implemented according to Decree No. 20/2021/ND-CP of the Government regulating social assistance policies for social protection beneficiaries.

According to Clause 5, Article 5 of Decree 20/2021/ND-CP, there are 4 groups of elderly people who are entitled to monthly social allowance.

The monthly social allowance level is stipulated in Article 6 of Decree 20/2021/ND-CP. The allowance level for each group is calculated according to a coefficient, based on the social assistance standard level of VND 500,000/month (stipulated in Clause 2, Article 4 of Decree No. 20/2021/ND-CP, amended in Clause 1, Article 1 of Decree No. 76/2024/ND-CP).

From 1/7 onwards

From July 1 onwards, the basic support policy for the elderly remains the same as stipulated in Decree No. 20/2021/ND-CP.

However, the group of elderly people receiving monthly allowances is expanded to 2 more groups according to the provisions of the Law on Social Insurance 2024. This allowance is a social pension allowance.

The first group is 75 years of age or older; not receiving monthly pension or social insurance benefits and has a written request to receive social retirement benefits.

The second group is from 70 years old to under 75 years old, belonging to poor households or near-poor households; not receiving monthly pension or social insurance benefits and having a written request to receive social retirement benefits.

The Ministry of Labor, War Invalids and Social Affairs has also submitted a draft Decree detailing and guiding the implementation of a number of articles of the Law on Social Insurance on social retirement benefits.

Accordingly, the monthly social pension allowance proposed in the draft is 500,000 VND/month.

From July 1, about 1.2 million elderly people will be eligible to receive social pension benefits (Illustration: Tien Tuan).

When this Decree is passed, 2 groups of elderly people who are receiving monthly social allowances with coefficient 1 (VND 500,000/month) according to Decree No. 20/2021/ND-CP will switch to receiving social retirement allowances.

According to the Ministry of Labor, Invalids and Social Affairs , by the end of 2022, Vietnam will have about 14.4 million people past retirement age (55 years old and above for women; 60 years old and above for men).

The total number of pensioners and beneficiaries is currently more than 5.1 million people, accounting for about 35% of the total number of people after retirement age.

Of which, the number of pensioners is 2.7 million people; the number of monthly social insurance beneficiaries is about 0.63 million people; the number of elderly beneficiaries is more than 1.8 million people.

Thus, there are still about 9.3 million people after retirement age (accounting for 65%) who are not covered by the social insurance system, facing many difficulties in life and having to depend on their children.

An estimated 1.2 million more seniors will be eligible for social pension benefits when the policy comes into effect.

Therefore, when this policy comes into effect, more elderly people will have monthly income, approaching the target of "60% of people after retirement age receiving monthly pension, social insurance and social retirement benefits" by 2030.
