The government has just issued Resolution No. 02/NQ-CP on the main tasks and solutions to improve the business environment and enhance national competitiveness in 2024.
The focus of this Resolution is to improve the quality of policy-making, promote decentralization and delegation of power to create a favorable environment for investment and business activities. At the same time, it establishes a clear mechanism to protect officials when handling investment and business procedures in cases of inconsistencies or discrepancies in regulations between legal documents.
The resolution sets the following specific goals:
- Strive for the number of businesses entering the market (newly established and resuming operations) in 2024 to increase by at least 10% compared to 2023; the number of businesses withdrawing from the market in 2024 to increase by less than 10% compared to 2023.
- Regarding WIPO's Innovation Capacity: Improve the ranking of the Information Technology Infrastructure index group by at least 3 positions; improve the ranking of the Environmental Quality index by at least 10 positions; improve the ranking of the ICT Services Export index by at least 5 positions.
- Improve the Property Registrations index ranking in the Property Rights Alliance's Property Rights ranking by at least two places.
- Increase the score for the Customs Clearance Index in the World Bank's Logistics Performance ranking by at least 0.2 points.
- Regarding the World Economic Forum's Tourism and Travel Development Capacity: Improve the ranking of the Tourism and Travel Priority Index group by at least 5 positions; improve the ranking of the Tourism Infrastructure Index group by at least 3 positions.
The resolution also sets the following targets for competitiveness ranking by 2025:
- Sustainable development (according to the United Nations - UN) ranks among the top 50 countries.
- WIPO's Innovation Capacity has improved by at least 3 ranks.
- The UN's e-government ranking has improved by at least 5 positions.
- The Property Rights Alliance's International Property Rights Index (IPRI) has risen by at least two places.
- The World Bank's Logistics Performance Index (LPI) has improved by at least four places.
- The World Economic Forum's (WEF) Tourism and Travel Development Capacity Index (TTDI) has risen by at least two places.
- The ITU's cybersecurity ranking places it among the top 30 countries.
The government resolution also outlines the main tasks and solutions to achieve the above targets.
