The Index of Building and Developing Digital Government and E-Government is the 7th component index in the Provincial Public Administration Reform Index to assess the application of information technology and digital transformation to serve the management and direction of State agencies. In 2024, Nam Dinh will strive to synchronously implement many solutions determined to maintain positive results and focus on overcoming component indexes that have not reached the maximum score and limitations in the previous period, excelling in becoming the leading locality nationwide. In particular, promoting the application of information technology and digital technology in the operations of State agencies; improving the quality of providing public administrative services to people and businesses. Focusing on developing applications and services within State agencies to serve people and businesses is highly focused, speeding up online public services (DVC) to the National Public Service Portal so that State management agencies, people and businesses can easily carry out administrative procedures (TTHC). Deploying a Data Center to serve digital transformation using cloud computing technology; the proportion of data services available on the national data integration and sharing platform being officially put into use; increasing the rate of online payment implementation.

Promote information, propaganda, training, coaching, and dissemination of knowledge on digital transformation for all levels and sectors in the province. Complete the review and provision of 100% of eligible administrative procedures on the National Public Service Portal and the Provincial Online Public Service Portal in the direction of full online public services. Promote non-cash online payment of fees and charges for handling administrative procedures as well as digitize components of records and results of administrative procedures in the process of receiving and handling administrative procedures at the commune level. Maintain, develop and update information and data of the Portal system and Electronic Information Pages (TTĐT) of State agencies in accordance with the provisions of the Law on Access to Information and Decree No. 43/2011/ND-CP of the Government and the reality after the rearrangement of administrative units in the province, ensuring good service for the needs of exploiting, searching for information and documents of people and businesses. In particular, the Provincial Portal is continuously upgraded, supplementing missing modules and prioritizing the design of features for the disadvantaged. In 2024, the Department of Science and Technology has consulted with the Provincial People's Committee to organize the implementation of the e-Government Architecture Framework, version 3.0 and implement 3 important projects on the Construction and Development of Digital Government and e-Government, namely: Upgrading the Provincial Data Integration Center; establishing a Plan to hire information technology services for the Nam Dinh Province Information, Command and Centralized Operation System (IOC) and building a management and storage system to serve the digitization of records and administrative procedure results of Nam Dinh Province.

With synchronous solutions, most of the component indicators of this group of indicators of Nam Dinh achieved maximum scores, which are: Developing platforms and databases; the rate of applications with shared data connected and used through the provincial-level data integration and sharing platform; developing applications and services within state agencies; the rate of processing documents and work records on the network environment in the province; the rate of sending and receiving electronic documents at 4 levels of government; building and operating the provincial-level reporting information system; the electronic information portal meeting functional requirements and technical features according to regulations; establishing and operating the information system for handling administrative procedures; the rate of online public services throughout the process; implementing the digitization of records for handling administrative procedures...

To maintain the leading position nationwide in this index, the Department of Science and Technology continues to invest in developing important indexes such as: The rate of applications with shared data connected and used through the Provincial Data Integration and Sharing Platform (LGSP); the rate of data services on the National Data Integration and Sharing Platform (NDXP) that are officially put into use and the rate of online public services throughout the process; the rate of online records throughout the process. At the same time, promote information, propaganda, training, and dissemination of knowledge about digital transformation to all levels and sectors in the province... to bring satisfaction to people and businesses, improve the ranking of administrative reform, improve the investment and business environment as well as enhance the competitiveness of the province.
