At the talks, Prime Minister Anwar Ibrahim respectfully expressed his deep condolences to the State and people of Vietnam on the passing of formerPresident Tran Duc Luong.

Welcoming Prime Minister Pham Minh Chinh and his wife, along with the high-ranking delegation of the Vietnamese Government on an official visit to Malaysia, Prime Minister Anwar Ibrahim expressed his admiration for the struggle for national independence and unification, as well as the great achievements Vietnam has made in the cause of national renewal and development, maintaining a stable economic growth rate, improving the investment and business environment, and improving people's lives.

Prime Minister Anwar Ibrahim also expressed his belief that with the wise leadership of Vietnam's senior leaders, the Vietnamese people will continue to achieve more success on the path of development, soon realizing the goal of becoming a modern industrialized country by 2045.

Prime Minister Pham Minh Chinh expressed his pleasure to visit Malaysia for the first time as Prime Minister and to meet Prime Minister Anwar Ibrahim again; thanked the Malaysian Government, people and Prime Minister Anwar Ibrahim personally for the warm welcome and close feelings that the Government, people of Malaysia and Prime Minister Anwar Ibrahim had for the Prime Minister and the high-ranking delegation of Vietnam;

Prime Minister Pham Minh Chinh respectfully conveyed the greetings of General Secretary To Lam, President Luong Cuong, and National Assembly Chairman Tran Thanh Man to the King and senior leaders of Malaysia. Prime Minister Pham Minh Chinh respectfully invited Malaysia to send a delegation to attend the 80th Anniversary of Vietnam's National Day in September 2025 in Hanoi.

Prime Minister Pham Minh Chinh sincerely thanked Prime Minister Anwar Ibrahim for his positive assessments of Vietnam, affirming that Vietnam always values ​​and wishes to promote the traditional friendship and multifaceted cooperation with Malaysia.

Emphasizing that the visit contributes significantly to creating new momentum to deepen the comprehensive strategic partnership between the two countries, especially as the two countries have just agreed to complete the Action Program to implement the comprehensive strategic partnership for the 2025-2030 period, Prime Minister Pham Minh Chinh affirmed that this visit will send a message about the two countries' strong determination to cooperate and develop self-reliance and sustainability, making positive contributions to peace, stability and development in the region.

Sharing about Vietnam's achievements in the renovation process, Prime Minister Pham Minh Chinh emphasized that Vietnam is striving to achieve four goals including streamlining the political apparatus and institutional reform, liberating all resources for development; considering the development of science, technology, innovation, creativity and digital transformation as the top important breakthroughs; strongly promoting the role of the private economy and continuing to promote the process of opening up, proactively and actively integrating into the international community in a synchronous, comprehensive, deep and effective manner.

The two Prime Ministers expressed satisfaction with the development of bilateral relations in recent times, especially after the upgrade to Comprehensive Strategic Partnership in November 2024. Political and diplomatic relations have been increasingly strengthened. Economic-trade-investment cooperation is a bright spot in the bilateral relationship, with bilateral trade turnover reaching 14.2 billion USD in 2024.

Malaysia remains in the top 10 countries with the largest investment in Vietnam with a total registered capital of over 13 billion USD. The two sides also acknowledged positive developments in defense-security, energy, education-training, science-technology, tourism, labor and people-to-people exchange cooperation, especially the National University of Hanoi and Ho Chi Minh City signed a cooperation document with the National University of Malaysia on this occasion.

Regarding the direction of cooperation in the coming time, the two sides agreed to continue to increase the exchange of delegations and contacts at all levels through all channels; move towards establishing an annual and flexible exchange mechanism between the two countries' senior leaders; continue to effectively implement bilateral cooperation mechanisms, striving to bring bilateral trade turnover to 20 billion USD by 2030 in a balanced direction; limit the application of trade barriers; facilitate the import and export of potential and strong products of both sides such as agricultural and aquatic products, food, electronic components, construction materials; expand cooperation in the fields of digital economy, circular economy, and green economy.

Prime Minister Pham Minh Chinh affirmed that Vietnam is ready to provide a stable and long-term source of rice to Malaysia, and asked Malaysia to support Vietnam in developing the Halal industry and soon sign a cooperation document in this field.

The two sides also agreed to strengthen cooperation in the fields of defense and security and promote the signing of relevant documents; discuss promoting defense industry cooperation and training; establish a cooperation mechanism between the two countries' navies, air forces, and coast guards; coordinate in preventing terrorism and transnational crimes; strengthen coordination in the fight against terrorist and reactionary organizations; and emphasize that no individual or organization will be allowed to use the territory of one country to fight against the other.

The two Prime Ministers stressed the importance of maritime and ocean cooperation; considered the establishment of a consultation mechanism on maritime issues and a hotline to combat illegal, unreported and unregulated (IUU) fishing, and supported Vietnam in promptly removing the EC's yellow card on the Vietnamese fisheries sector.

The two Prime Ministers also agreed to continue promoting cooperation in other areas; accordingly, consider soon signing new aviation and tourism cooperation agreements; increase flight frequency; and promote cooperation in education, training, labor, agriculture, culture and sports.

Prime Minister Pham Minh Chinh thanked and asked Malaysia to continue creating favorable conditions for the Vietnamese community in Malaysia to live, work and study stably and long-term in the host country; as well as support the Malaysia-Vietnam Friendship Association to operate effectively, contributing to enhancing people-to-people exchanges between the two countries.

Discussing multilateral and regional cooperation, the two sides highly appreciated the two countries’ regular coordination and mutual support in running for international organizations. Prime Minister Pham Minh Chinh once again affirmed that Vietnam will closely coordinate with the Malaysian Chair and other countries to implement the set priorities, towards a “Sustainable and Inclusive” ASEAN in line with this year’s ASEAN theme.

The two Prime Ministers agreed to maintain ASEAN's common stance on the East Sea issue; continue to coordinate in the next phase of negotiations for the Code of Conduct (COC); and actively contribute to ensuring the building of a substantive, effective COC in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

After the talks, the two Prime Ministers witnessed the handover ceremony of three documents between the two countries, including the Letter of Intent for cooperation between Vietnam Electricity Group (EVN) and Malaysia Electricity Group (TNB); the Letter of Intent for cooperation between Ho Chi Minh City National University and the National University of Malaysia; and the Letter of Intent for cooperation between Hanoi National University and the National University of Malaysia.
