The Ministry of Education and Training has just sent a document to the People's Committees of provinces and centrally run cities on strengthening the direction of implementing the curriculum and textbooks for the 2025-2026 school year.
Regarding the implementation of general education programs and textbooks, the Ministry of Education and Training recommends that the People's Committees of provinces and cities direct the Department of Education and Training to guide general education institutions to continue using selected textbooks; teachers proactively review and adjust the language of lessons/topics in textbooks in accordance with the practical arrangement of administrative boundaries and two-level local government.
For subjects directly affected by changes in administrative boundaries, the Ministry of Education and Training will take steps according to regulations to edit the subject curriculum as a basis for editing textbooks.
Regarding local educational materials of provinces and cities with administrative unit reorganization, the People's Committees of provinces and cities shall direct the Department of Education and Training to organize the selection of content and topics in local educational materials approved by the Ministry of Education and Training to organize teaching and learning in the 2025-2026 school year, ensuring that they are suitable for the characteristics of the administrative units after reorganization and meet the requirements of the general education program.
The units organize the construction of local educational content frameworks for all levels and classes of the new administrative unit, and adjust local educational materials to match the developed content framework and use it for teaching in the following years.
The Ministry of Education and Training also requested the People's Committees of provinces and cities to direct the recruitment of teachers according to the assigned staff; review and supplement the missing teacher staff compared to the prescribed standards of the education sector.
At the same time, localities need to strengthen material facilities, ensure teaching equipment and funding to improve the quality of implementing general education programs and ensure teaching 2 sessions/day according to the Prime Minister 's Directive.
