(Baothanhhoa.vn) - Since the beginning of the 2021-2026 term, the work of receiving citizens, receiving, processing petitions and letters, and supervising the settlement of complaints and denunciations (KNTC) by the Standing Committee and People's Council delegates at all levels in the province has had many positive changes, thereby promoting the role of elected bodies in protecting the legitimate rights and interests of citizens.

The Standing Committee of Minh Tan Commune People's Council (Vinh Loc) regularly coordinates to organize citizen reception and petition processing.

In recent times, the work of receiving citizens and supervising the settlement of petitions and complaints of citizens has always been identified by the People's Council, the Standing Committee of the People's Council, and the People's Council delegates of Vinh Loc district as one of the key tasks in the activities of the district People's Council, aiming to ensure the legitimate and legal rights and interests of citizens, contributing to maintaining political security and social order and safety in the area. The Standing Vice Chairman of the People's Council of Vinh Loc district, Trinh Ngoc Tuan, said: Every year, the Standing Committee of the District People's Council has developed a plan, announced, and publicly posted the schedule for periodic citizen reception. Accordingly, the Standing Committee of the People's Council, the People's Council committees, and the district People's Council delegates organize regular citizen receptions on the 15th and 30th of each month at the citizen reception office; the district People's Council delegates running for election in communes and towns arrange to receive citizens at the citizen reception offices of the communes and towns where the delegates are running together with the Standing Committee of the People's Council, the People's Council delegates of the communes and towns.

In addition, the Standing Committee of the District People's Council sends representatives to regularly receive citizens at the district's citizen reception office during working hours and receive them on an ad hoc basis when requested. The citizen reception locations of the Standing Committee of the District People's Council and the District People's Council delegates are fully equipped with necessary equipment. In 2024 and the first 4 months of 2025, the Standing Committee of the District People's Council coordinated to receive dozens of citizens at the district's citizen reception office; received more than 10 petitions, recommendations, and reflections from citizens. All cases received through citizen reception were explained, guided, and transferred to the right competent authority for settlement. Through assessment and synthesis of the situation, the cases reflected by citizens focused mainly on contents such as land, mechanisms, policies, social security work, etc.

Realizing the importance of citizen reception, handling of petitions and complaints from citizens, since the beginning of the 2021-2026 term, the Standing Committees of the People's Councils at all levels in the province have organized dissemination and implementation to the People's Council committees and People's Council delegates through meetings of the Standing Committee of the People's Council and regular meetings of the People's Council. At the same time, promoting propaganda, dissemination andeducation of laws on citizen reception, handling of petitions and letters from citizens for People's Council delegates. Coordination with agencies, organizations, units and sectors at all levels in organizing citizen reception and handling petitions has been paid attention to and carried out regularly. Every month, the Standing Committees of the People's Councils at all levels issue a schedule for citizen reception according to legal regulations; at the same time, arrange locations for citizen reception, ensuring conditions of facilities and necessary equipment to well serve citizen reception activities. People's Council delegates strictly carry out citizen reception at the constituencies, places of residence and work.

At regular citizen receptions, citizens are able to frankly discuss their concerns; receive guidance and assistance in exercising their right to complaint and petition; and their petitions are received and forwarded to competent agencies, organizations and individuals for resolution. Through these activities, many citizens have a better understanding of the law, more clearly defined the process and procedures for exercising their right to complaint and petition, and also determined the correct address to send their complaints and petitions; clearly defined the content of their complaints and petitions, avoiding going back and forth multiple times due to incorrect petition content, incorrect authority of the agency to resolve, or lack of basis. Through citizen receptions, People's Council delegates also explain and propagate the Party's policies and the State's laws, thereby contributing to improving people's understanding and knowledge of the law.

Along with receiving citizens, the Standing Committee of the People's Council at all levels always pays attention to and focuses on the work of receiving and handling citizens' petitions and letters. In particular, it regularly directs the timely research, classification, and consultation to transfer to the right agencies, units, and localities with authority for consideration and resolution. At the same time, it monitors and supervises citizens' petitions that are being resolved by competent agencies. For some outstanding, complicated, and prolonged cases, the People's Council at all levels organizes work with the People's Committees and sectors on resolving citizens' petitions and letters. Therefore, citizens' petitions are all researched, consulted, and handled promptly, ensuring compliance with the provisions of law.
