Improving provincial competitiveness

In the context of localities moving together, making efforts to improve the investment environment, improving rankings, scores, and returning to the top 10 in the Provincial Competitiveness Index (PCI) Ranking plays an important role, contributing to attracting new investors, strategic investors, and increasing budget revenue. This requires great efforts from authorities at all levels in the province in the coming time to improve and enhance the index.

According to the recently announced results of the 2024 PCI Ranking by VCCI, Vinh Phuc 's 2024 PCI score witnessed a decline in both score and ranking, ranking 25th out of 63 provinces and cities with a score of 68.29 points, down 0.52 points and down 10 ranks compared to 2023, failing to complete the set target (the target of being in the top 15 localities nationwide).

Of the total 10 component indices, the province only had 2 indices that increased in score and ranking (Transparency Index, Business Support Policy), 1/10 indices increased in score but decreased in ranking (Labor Training Index), 7/10 indices decreased in score and ranking (including the indices: Market Entry, Land Access, Time Cost, Informal Cost, Fair Competition, Dynamism, Legal Institutions and Security and Order)...

This is the province's lowest ranking from 2021 to present and the third consecutive year that the province's score and ranking have decreased. This reflects that the province's investment and business environment is assessed by enterprises in a negative direction, and solutions are needed to improve this situation.

The main reason for the province's PCI ranking drop in 2024 is that the quality of consulting work and proposing solutions to remove difficulties and obstacles has not met the expectations of businesses. In addition, the time to resolve administrative procedures is still slow; the dynamism and pioneering spirit of authorities at all levels and departments, branches and sectors in resolving bottlenecks has not improved much...

Determined to remove difficulties for businesses, support businesses, promote double-digit economic growth in 2025; the province continues to build a fair, friendly, and open business environment; facilitate support for start-ups and innovative businesses.

Striving to be among the top 20 provinces and cities with the best governance quality in the country in 2026, the province requires departments, branches, sectors, and local authorities to fully implement the specific tasks and solutions assigned in the Project to improve and enhance the provincial competitiveness index for the 2021-2025 period and the Plan to Enhance the Provincial Competitiveness Index in 2025.

Continue to innovate thinking, raise awareness, role and responsibility of leaders in directly leading, directing and organizing the implementation of work to improve the investment and business environment.

Be proactive and flexible in management and operations in accordance with the law, in order to create a favorable business environment for enterprises. Timely resolve difficulties and problems for enterprises when necessary.

Heads of agencies and units continue to strengthen their responsibilities in directing, operating, and inspecting the implementation of tasks, public services, discipline, and administrative discipline within the scope of assigned state management; ensuring that there are no more cases of cadres, civil servants, and public employees under their management engaging in acts of harassment or causing trouble to people and businesses.

Departments, agencies and sectors assigned to be focal points and presiding officers must proactively connect with localities leading in PCI component indices in recent years, in order to learn and exchange experiences and good practices in improving the business environment, enhancing the provincial competitiveness index, especially solutions to ensure sustainability for the indices under their charge.

Strengthening the application of information technology and providing online public services throughout the process; researching to shorten the time to handle administrative procedures, considering this as one of the key solutions to create transparency, reduce time costs and unofficial costs, create an attractive and open investment environment, and minimize harassment and negative behaviors.

Promote digital transformation; provide full information to the Provincial Electronic Information Portal in accordance with regulations, with special attention paid to providing full information on strategies, orientations, planning, and socio-economic development plans of the province, localities, and departments and branches; laws, ordinances, and decisions of the Central Government; guiding documents of ministries and branches; development planning of sectors, fields, and local raw material areas; preferential policies, incentives, and investment support of the province and city...

Focus on removing difficulties and obstacles for businesses, especially issues related to land, labor, tax, and administrative procedures under the responsibility of state management agencies. Organize regular dialogues with businesses, business associations, and unions to grasp the situation and promptly remove difficulties and obstacles.

Regularly monitor and update the business performance in the province, promptly resolve difficulties and obstacles through dialogue conferences with provincial leaders. Develop and implement solutions to support and encourage businesses through many forms.

In particular, focusing on providing information, posting general administrative procedures, procedures for support in business capacity, rental prices in industrial parks and clusters; procedures for exemption from legal consulting fees; procedures for exemption from market information consulting fees...
