Upgrading sea dykes and lagoons combined with planting mangrove forests to respond to natural disasters |
Many dikes are degraded.
In the city, there are about 80km of sea dykes and hundreds of km of embankments and inland dykes, protecting production for about 28,000ha of rice/crop. Of which, the sea dyke line after investment can withstand level 9 storms and 5% high tides. Because the projects have been invested for a long time, are often affected and impacted by rain and floods, many projects have been degraded and damaged, not meeting the tasks of irrigation, preventing salinity and preserving fresh water such as the inland embankment system, the salinity prevention dykes along the lagoon. Meanwhile, the annual investment budget for building new, repairing and upgrading small irrigation works and inland irrigation works is still limited, exceeding the balancing capacity of localities.
Specifically, the 3km-long West Tam Giang Lagoon dike connecting Quang Thai commune to Tin Loi Cooperative (Quang Loi, Quang Dien) has the function of preventing salinity and preserving fresh water for the production of 150 hectares of rice in the area of Quang Loi and Quang Thai communes. For many years, the above dike section has been degraded in many places, causing difficulties for production and the need for people to travel and transport agricultural products.
Mr. Phan Dang Bao, Vice Chairman of the People's Committee of Quang Loi Commune, said that the Department of Agriculture and Environment has implemented the upgrade of the West dyke of Tam Giang Lagoon through Quang Loi Commune, Quang Dien District according to the investment decision approved by the City People's Committee, with a length of nearly 1.4km, with a total investment of about 14.7 billion VND. The project belongs to the Project to modernize the forestry sector and enhance coastal resilience supported by the city and is expected to be completed by the end of 2025.
For the remaining 5.3km section passing through the two communes of Quang Thai and Quang Loi, the relevant authorities have included it in the medium-term public investment plan for the period 2026-2030 to submit to competent authorities for consideration of investment to serve production in the coming time. In the immediate future, in order to serve annual production and people's travel needs, the locality will proactively allocate funds to carry out maintenance, repair and upkeep of the project.
Similarly, the dike on the left bank of Dai Giang River (Phu Luong Commune, Phu Vang) from Luong Loc Bridge to Khe Xa residential area is about 1.5km long, currently managed and operated by the locality. Due to the impact of natural disasters, storms and floods and the long-term investment, the dike has been damaged in some locations, the dike surface has peeled off in some sections, affecting the prevention of minor floods, early floods and the traffic of local people. Every year, the People's Committee of Phu Luong Commune has allocated funds to repair temporarily damaged dike sections to ensure flood prevention and traffic of local people. In the long term, Phu Vang District has included it in the locality's medium-term public investment plan for the period 2026 - 2030 to invest in upgrading and renovating.
Step by step investment
Many other dikes are also deteriorating and cannot meet production requirements. For example, the dike along the lagoon section through the communes of Phu An, Phu My, Phu Xuan, Phu Da, Phu Gia and Vinh Ha of Phu Vang district has a low dike crest, which cannot ensure the prevention of salinity and the preservation of fresh water for 5,400 hectares of rice fields in the above communes.
Mr. Nguyen Van An, Deputy Director of the Phu Vang District Investment and Construction Project Management Board, said that the district is implementing the project of the Phu Luong, Diem Tu - Phu Gia isolation flood drainage system and upgrading the Truong Luu - Phu Da 2 dike, Dai Giang dike from Truong Luu estuary to Dai Giang bridge with a total investment of nearly 39 billion VND from the city budget. The investment in construction of the project aims to improve the efficiency of agricultural production for people in the area, minimizing the area of fallow land. Up to now, the Phu Luong isolation flood drainage system has completed nearly 100% of the items according to the contract value and will implement some remaining items, completing the entire project before the flood season in 2025.
According to the Irrigation Department, sectors and localities have deployed the upgrading and construction of a sea dike project under the regular dike maintenance fund for the period 2021-2025, including the upgrading and repair of the East-West O Lau dike through communes and wards in Phong Dien town and Quang Dien district; the West dike of Cau Hai lagoon through Loc An commune, Phu Loc district. In addition, a river dike project has been implemented, such as the project to upgrade the Thieu Hoa river dike system, Phu Vang district, the dike line on the left and right banks of Thieu Hoa river with a length of about 12.6km, and has basically completed the construction of all items.
Based on the current status of the dikes, which basically ensure the ability to resist storms and floods in 2025, localities have proactively developed dike protection plans within their management scope, in which the "4 on-site" motto is given top priority to proactively respond to adverse weather developments. Low dikes have arranged forces, materials, and means to be ready to proactively handle dike overflows when there are minor floods and early floods to ensure stable production. In addition, at vulnerable points, localities are preparing to gather materials and equipment to handle dike safety incidents when they occur.
Recently, the City People's Committee has approved the Project "Upgrading the internal irrigation system to serve agricultural production to adapt to climate change" in the area until 2030, with a vision to 2045. Accordingly, the city leaders requested localities to proactively arrange and integrate funding sources to implement investment solutions to build and upgrade the internal irrigation system to serve production; coordinate with relevant agencies and units at the city level to implement in accordance with the tasks, planning and conditions of local socio -economic development. |
