ANTD.VN - Currently, in the Northern region, the Pha Lai 1 and 2 thermal power plants are experiencing problems. Vietnam Electricity Group (EVN) has requested units to urgently fix the problem and synchronously implement many other solutions to avoid power outages in the North.

The return of hot weather has caused a rapid increase in power consumption and peak power.

Implementing the direction of the Prime Minister and the Minister of Industry and Trade , EVN has just requested power generation units, the National Power System Control Center (A0) and the Electricity Trading Company to synchronously deploy many solutions to ensure electricity supply for the last months of 2023.

As of the end of June, Pha Lai 1 and 2 thermal power plants are experiencing problems with generators and boilers. EVN requires power generation units to focus on human resources, materials and necessary conditions to fix the problem; overcome the phenomenon of power reduction below the standard during operation due to problems with auxiliary systems, input fuel quality, and cooling water temperature.

At the same time, increase the frequency of inspection and monitoring of on-site equipment operations to ensure the operational reliability of generators, detect and handle abnormalities early to prevent incidents, especially subjective incidents due to human error.

Units must prepare plans, human resources, materials, and equipment at the plant to promptly handle any incidents that may occur in order to restore the operation of the unit as soon as possible. In addition, perform maintenance of thermal power plants to ensure safe operation and improve the availability of units in the remaining time of 2023 according to the approved plan.

Since the beginning of the year, the total accumulated electricity output from thermal power sources has reached about 70 billion kWh, of which thermal power in the North has reached more than 44 billion kWh.

In addition, EVN requires units to seriously implement and take full responsibility for arranging coal sources for electricity production, ensuring sufficient and stable supply for power plant operations in 2023 and the following years.

For the amount of coal exceeding the amount supplied by Vietnam National Coal and Mineral Industries Group (TKV) and Dong Bac Corporation, investors of thermal power plants are responsible for making arrangements to ensure stable, reliable, safe operation of the plant and meet the mobilization requirements of the National Power System Dispatch Center (A0).

According to calculations, the coal demand for thermal power plants in the last 6 months of 2023 is about 19 million tons, so the coal supplied for electricity in 2023 is expected to be about 40.3 million tons, equivalent to 105% of the annual contract volume and 115% compared to 2022.

According to the scenario developed by A0, from now until July 20, 2023, the power system will be able to meet the load demand in the Northern region. However, in recent days, the Northern region is facing an increasing heat wave, expected to last until July 12, with the peak likely to fall between July 6 and July 8 with the highest temperature reaching 39 to 40 degrees Celsius.

It is expected that during the hot period from July 2 to July 12, the load in the North can reach an average of about 440 million kWh per day (the highest is about 470 million kWh/day with a peak capacity of 23,000 MW).

Regarding hydropower, as of the end of June, the output in hydropower reservoirs in the North was 2,065 million kWh. In the coming days, units will increase the exploitation of Lai Chau reservoir to raise the water level of Son La reservoir to increase available capacity; exploit Tuyen Quang reservoir to support the regional grid; Hoa Binh reservoir will operate to meet the load of the North in the upcoming hot days as well as maintain the water level of the reservoirs within the safe range to welcome the main flood season.

“If the above solutions are implemented synchronously, the power supply situation will be guaranteed, meeting the national and northern region’s load demand. However, to proactively respond to extreme and unfavorable situations such as prolonged heat waves above 38 degrees Celsius, load exceeding 23,000 MW, unfavorable hydrological developments, etc., it is necessary to continue to resolutely and effectively implement power saving solutions,” EVN emphasized.
