First of all, for cadres, civil servants and public employees, the work of planning, recruitment and training of staff is carried out scientifically , publicly and transparently. In 2025, the province will implement Plan No. 238/KH-UBND with 584 recruitment targets for civil servants, prioritizing the fields of land, technology, finance and accounting. The province will also simultaneously streamline the payroll, rearrange the organizational apparatus, issue decisions on resignation in accordance with regulations, ensuring streamlining, efficiency and improving the quality of service to the people.

In addition, the Provincial People's Committee issued Decision No. 3488 and 3489/QD-UBND dated September 15, 2025, clearly stipulating the payroll of civil servants and employees receiving state salaries, and supplementing the payroll of preschool and general education to ensure human resources for this important field. Notably, the province also focuses on perfecting policies to attract and retain talents, including Resolution No. 57/2025/NQ-HDND dated July 17, 2025 of the Provincial People's Council on policies to attract and support human resources in science, technology, innovation and digital transformation in agencies of the political system of Quang Ninh province in the period of 2025-2030.
Or before that, the Provincial People's Council also issued Resolution 28/2023/NQ-HDND dated December 8, 2023, stipulating a one-time support policy of 200-750 million VND for good doctors to work at public health units and drug rehabilitation facilities in the province until 2025. The goal is to attract at least 298 doctors, including highly qualified doctors (PhD, Master's), to solve the shortage of medical human resources. Thanks to that, in 2024 and 9 months of 2025, medical units have attracted more than 110 doctors to work. This affirms the long-term direction in developing high-quality human resources, meeting the requirements of socio-economic development in the area.

To continue improving the quality of human resource training, the province has always paid attention to investing in education and training. Thanks to that, the quality of education has been maintained and improved with many students winning prizes in national excellent student competitions, regional and international Olympics... The average score of Quang Ninh's high school graduation exam increased by 12 levels compared to 2024. The school network has been invested synchronously. In particular, recently On November 9, the province held a groundbreaking ceremony to simultaneously build 6 schools (1 primary and secondary school and 5 primary and secondary boarding schools) in the land border communes in the province.
Along with that, the network of vocational training facilities continues to be strengthened, linking training with labor market needs, especially in industrial parks and economic zones.
Ha Long University - the province's high-quality human resource training center has also completed the Development Strategy Project until 2030, opening 3 new university-level training majors with high demand, including Mathematics Pedagogy, Music Pedagogy and Tourism. According to the school's report, the 2021-2025 school year has nearly 1,400 students in 13 university training majors with more than 86% of graduates achieving good grades or higher, of which 16% achieved good and excellent grades. Nearly 200 students were recruited by businesses before graduation.

To attract high-quality human resources, Quang Ninh also pays special attention to social security policies for workers. By the end of September 2025, there were 9 social housing projects implemented in the province with a total scale of about 5,054 apartments; 4 projects with a scale of 10,664 apartments are being submitted to the Provincial People's Committee for consideration and assignment to investors; 12 projects with a scale of about 20,200 apartments are being urban planning.
Employment continues to be effectively resolved. In the fourth quarter of 2025 alone, the recruitment demand at enterprises in the province reached nearly 13,000 workers, of which industrial parks accounted for 9,000 positions. Quang Ninh strives to create more than 30,000 new jobs in 2025.
Thanks to promoting solutions, up to now, Quang Ninh has 3,711 cadres and civil servants; of which 23 have doctoral degrees, 1,289 have master's degrees, 2,382 have university degrees. In addition, the civil service sector has more than 27,600 people, of which over 2,600 have master's degrees and 160 have doctorates. The total labor force of the province is about 696,000 people, of which more than 682,000 people have jobs. The rate of trained workers is 87.4%, higher than the national average; in particular, the rate of having degrees and certificates is 52%. This figure shows Quang Ninh's steady progress in the process of improving the quality of human resources associated with economic restructuring in the area.
