Foreign citizens can now use the ruID app to complete visa-free entry procedures to Russia quickly and conveniently. The app not only collects biometric data but also creates a digital profile, making it easier for users to access public services.
According to the Russian Ministry of Digital Development, the ruID app is now available on major app stores such as RuStore, Google Play, AppGallery and App Store. The app supports 7 languages including Russian, English, Armenian, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.
To use the service, foreigners need to register on ruID with an email address (no Russian phone number required), no later than 72 hours before entering the country. In some special cases, registration is allowed only 4 hours before crossing the border.
The registration process requires users to take a portrait photo, take a photo of their ID, record a voice, and wait for the system to verify the data.
Upon crossing the border, the information from the application is checked, a digital profile is created, a tax identification number and a standard public service account are created so that foreigners can purchase a Russian phone SIM card.
However, the application does not apply to citizens of Belarus, children under 6 years of age, diplomats , employees of foreign diplomatic missions and consular posts in Russia, as well as employees of international organizations and their family members.
Foreign citizens will have to report the purpose of their trip three days before entering the country, Russian Interior Ministry spokeswoman Irina Volk added. The measure mainly affects those entering the country without a visa.
Deployment in two phases
Russia has begun testing the collection of biometric data from December 1, 2024. The first phase will last until 23:59 on June 30, 2026, and will be applied at five border checkpoints: Sheremetyevo, Domodedovo, Vnukovo airports, Zhukovsky airport outside Moscow, and Mashtakovo border post (Orenburg region) on the border with Kazakhstan.
Phase two will run from 0:00 on June 30, 2025 to 23:59 on June 30, 2026, expanding the rule to all border stations. At this point, all foreigners will be required to submit biometric data (facial image and fingerprints) via the app before entering the country.
The initiative aims to simplify the entry process and reduce bureaucratic barriers, making it easier for foreigners to come to Russia.
