Crime methods are increasingly sophisticated
According to Mr. Le Thanh Hai - Chief of the Standing Office of the National Steering Committee 389, in the first quarter of 2025, illegal transportation of prohibited goods such as drugs, firecrackers, foreign cigarettes, smuggled goods, goods of unknown origin, counterfeit goods, poor quality goods, and essential goods serving people's lives during the Lunar New Year 2025 emerged.
On the land border, there are activities of smuggling, illegal trading and transportation of drugs, firecrackers, alcohol, tobacco ingredients, medicinal herbs (ginseng), foreign currency, poultry breeds, frozen foods, sugar, ore, gold, etc.
Smuggling, illegal trading and transportation of drugs, firecrackers, explosives, foreign cigarettes, wildlife products, sugar, alcohol, gasoline, coal, minerals, fertilizers, used foreign goods, frozen foods, poultry breeds... have emerged on sea routes and seaports in the provinces and cities of Quang Ninh, Hai Phong, Da Nang, Quang Nam, Ba Ria - Vung Tau, Ho Chi Minh City, Kien Giang...
International air and postal routes, smuggling, commercial fraud, buying and selling, transporting drugs, currency, high-value goods such as alcohol, pharmaceuticals, cosmetics, functional foods... take place at most international airports and postal routes. The most prominent activity is the illegal buying and selling and transporting of drugs from Europe through Tan Son Nhat International Airport into Vietnam.
Domestically, crimes and violations of the law on production and trade of counterfeit goods, goods that infringe intellectual property rights, goods that violate product labels, trading in expired goods, goods of unknown origin, trading in smuggled goods, goods without invoices or documents... continue to occur. Illegal trading of invoices in large quantities still occurs in some provinces and cities.

“Some new methods and tricks are to take advantage of e-commerce platforms Shopee, Tiktok Shop, Lazada, Tiki... and use social networking sites, livestream tools, advertising subjects, trading in smuggled goods, counterfeit goods, banned goods, goods that infringe intellectual property rights, poor quality goods, goods of unknown origin with a variety of products.
At the same time, taking advantage of diverse postal services and open import-export policies to smuggle and illegally transport lightweight, easy-to-transport items," said Mr. Le Thanh Hai.
Arrested 30,651 cases of smuggling and trade fraud
In the first quarter, units and localities arrested and handled 30,651 violations, down 0.77% over the same period. Of which, 6,754 cases of trading and transporting prohibited and smuggled goods were arrested; 22,774 cases of commercial fraud and tax fraud; 1,113 cases of counterfeit goods and intellectual property violations. Over VND4,616.7 billion was paid to the state budget (up 59.45% over the same period); 1,328 cases and 2,046 subjects were prosecuted.
Effectively prevent illegal acts
It is forecasted that in the coming time, the world and regional security situation will continue to develop complicatedly, trade wars, especially the US-China trade war, will have negative impacts on the development and recovery of the global economy, including Vietnam.
Domestically, the economy is forecast to continue to grow, but due to unfavorable external factors that will directly impact socio-economic development; prices and supply of essential goods continue to have many potential fluctuations.
Taking advantage of the above situation, these subjects will increase smuggling activities, trade fraud, buying and selling, transporting prohibited goods, trading, illegally transporting smuggled goods, counterfeit goods, transporting goods with fake Vietnamese origin for export to third countries.
Taking advantage of e-commerce trends, buying and selling through social networking sites, express delivery... is increasing. Subjects will increase smuggling activities, trade fraud and counterfeit goods, with new and more sophisticated methods and tricks, causing difficulties for functional forces.
In response to this forecast, the National Steering Committee 389 identified a number of key tasks in the second quarter, including continuing to thoroughly grasp and strictly implement the directives of the Government, the Prime Minister, and the National Steering Committee 389 on the prevention of smuggling, trade fraud, and counterfeit goods.
The National Steering Committee 389 requests the Steering Committees 389 of ministries, branches, provinces and cities to quickly review and improve their organizational structures. Develop programs, plans and solutions to combat smuggling, trade fraud and counterfeit goods in accordance with local developments and task requirements.
Particularly focus on combating and effectively preventing the illegal trading and transportation of drugs, smuggling, illegal transportation of gold, foreign currency, and goods with fake Vietnamese origin for export to other countries.
Deputy Prime Minister Bui Thanh Son requested to strengthen education for officials and civil servants, not to assist, protect, or cover up smuggling, trade fraud, and counterfeit goods. At the same time, commend and reward collectives and individuals with outstanding and exemplary achievements to encourage, motivate, and spread the example of good people and good deeds in the fight against smuggling, trade fraud, and counterfeit goods.
