“Prevent supply, reduce demand” for drugs

According to the assessment of the Politburo, the situation of drug crimes is still very complicated, especially on the border by land, sea, air, and cyberspace... The risks of drug "demand" have not been completely resolved; the "supply - demand" relationship has not been stopped. The work of reviewing and counting the number of drug addicts and illegal drug users is not accurate; the management work is not timely and strict, many cases of mental disorders and "stoned" have caused serious crimes with a brutal and inhumane nature, causing public outrage. The management of investment and conditional business sectors and professions regarding security and order sometimes and in some places still has loopholes, potentially causing the risk of crime and drug abuse...

Based on the above situation, in November 2024, the National Assembly passed a Resolution on investment policy for the National Target Program on Drug Prevention and Control until 2030. The general goal is to "Promote the combined strength of the political system and the entire population in drug prevention and control; take the grassroots as the basis for implementation; regularly, continuously and synchronously implement solutions to improve the quality and effectiveness of drug prevention and control work in all three areas (supply reduction, demand reduction, harm reduction); contribute to building a safe and healthy society, happy people, and sustainable socio-economic development".

According to the program, every year, the number of drug addicts and illegal drug users will be reduced; by 2030, at least 50% of communes, wards and towns nationwide will be drug-free; 100% of drug-related complex locations, hotspots, risk points, drug retailers and 100% of areas of illegal cultivation of plants containing drugs will be detected and destroyed. The number of drug-related crimes detected and arrested in border areas by land, sea, air, express delivery, and transnational organized drug crimes will increase by over 3%; the number of cybercrimes detected and destroyed will increase by over 5%.

In addition, over 80% of commune-level health stations nationwide and 100% of public drug rehabilitation facilities are qualified to determine addiction status. Strive for 100% of public drug rehabilitation facilities to ensure conditions according to the provisions of the Law on Drug Prevention and Control. Over 70% of communes, wards and towns with drug addicts have arranged drug addiction treatment reception and counseling points that meet the prescribed conditions. At least 70% of provinces and centrally-run cities organize voluntary drug addiction treatment at home and in the community... The total capital to implement the program is at least 22,450 billion VND. The central budget supports localities that have not yet balanced their own budget; priority is given to drug prevention and control in key areas, areas with complex drug conditions, areas with difficult socio-economic conditions, ethnic minority and mountainous areas.

Strengthen propaganda, raise awareness, build the movement "All people participate in drug prevention, control and control". Thoroughly grasp and well implement the motto of taking prevention as the main thing, focusing on grassroots areas and residential areas. Each citizen must be a propaganda officer, each family must be a fortress for drug prevention and control. It is necessary to synchronously carry out drug prevention and control solutions according to the motto of "preventing supply, reducing demand", reducing the harmful effects of drugs, in which effectively implementing solutions to reduce demand.

With the characteristics of a border province, over the past 10 years, the An Giang Border Guard force alone has coordinated to arrest and handle 134 cases, 195 drug criminals, seized more than 299kg of various drugs, 16,384 synthetic drug pills, 359kg of marijuana. A typical example is the arrest of a subject transporting more than 22kg of drugs across the Cambodian border to Vietnam (An Phu district) on December 18, 2024. During the peak of the drug crime crackdown in 2024, the police force arrested 88 cases, 160 subjects (an increase of 29 cases, an increase of 57 subjects compared to the previous period); prosecuted 74 cases, 119 defendants.
