State Bank launches 'Digital Literacy for All' movement

(PLVN) - On May 27, 2025, in Hanoi, the State Bank of Vietnam (SBV) held a conference to launch the movement "The whole country competes in innovation and digital transformation" and "Digital literacy" of the banking sector in conjunction with Resolution 57-NQ/TW of the Politburo.

At the conference, Governor Nguyen Thi Hong emphasized that, thoroughly grasping the content and spirit of Resolution No. 57 and the direction of the Government and the Prime Minister , with the spirit of "strong, drastic, synchronous and consistent innovation", on March 5, 2025, the State Bank issued Decision No. 1364 on the Banking Industry's Plan to implement Resolution 57 and Resolution No. 03 of the Government.

The Standing Committee of the Party Committee and the Board of Directors of the State Bank of Vietnam have established a Steering Committee and a working group for the Banking sector on science , technology, innovation, digital transformation and Project 06, and at the same time identified and developed a plan, specific and clear groups of issues, ensuring that the Plan is consistent with the Government's plan and the Industry's development plan.

According to the report, up to now, the banking industry has achieved many outstanding achievements in digital transformation, contributing to the overall development of the economy . The State Bank of Vietnam is constantly improving the legal framework to promote digital transformation activities in banking. Infrastructure serving digital transformation in the banking industry is always focused on investment, upgrading and development. Ensuring security and safety is always focused.

Many basic operations have been 100% digitized, such as savings deposits, term deposits, opening and using payment accounts, opening bank cards, e-wallets, money transfers, loans, etc. Many credit institutions in Vietnam have a rate of over 90% of transactions conducted on digital channels. To date, more than 87% of Vietnamese adults have bank accounts, and non-cash payments have grown positively.

The representative of the State Bank said that in order for the movement "The whole country competes in innovation, creativity and digital transformation" and "Digital education for all", associated with Resolution 57 of the Politburo to truly go into depth, spread widely and bring about specific results, in line with the Central Government's guidelines on science and technology development, innovation and digital transformation, in the coming time, the banking sector will focus on a number of key tasks such as continuing to research and propose digital initiatives that are practical and highly feasible; selecting typical digital initiatives to communicate and share widely throughout the sector...; Continuing to review and update, perfecting legal regulations to promote the development of science, technology, innovation and digital transformation...

Quick statistics from a number of commercial banks show that banks have moved very quickly and strongly in innovation and digital transformation activities. From 2024 to now, many banks have built and implemented a large number of initiatives to improve operational processes and digital transformation, some banks have >100 initiatives/year, typically: BIDV (299 digital initiatives/total 729 initiatives/year); TPBank (135 digital initiatives/150 initiatives); Agribank (120 digital initiatives); VIB (101 initiatives); Vietinbank (100 digital initiatives); Shinhan Bank Vietnam (69/166 initiatives); Vietcombank (98 initiatives)...
