Electricity industry holds urgent meeting, ready to respond to storm No. 3

The meeting was attended by representatives of the Electricity Authority, the Northern and Central Power System Dispatch Centers, EVNNPT, EVNNPC and EVNHANOI. Deputy General Director of NSMO Vu Xuan Khu chaired the meeting.

At the meeting, Mr. Vu Xuan Khu emphasized that the 2024 storm YAGI caused widespread power outages and communication loss in Quang Ninh , disrupting the operation of the coal-fired thermal power system due to fuel supply and power grid problems. He warned that if there is no careful preparation in terms of communication and self-contained power sources on site, a similar situation could completely recur when storm WIPHA makes landfall.

Currently, many 220 kV substations operate remotely. If a large-scale power outage occurs, manual re-establishment may be delayed. Therefore, NSMO requires the development of flexible operating plans and the re-establishment of shifts at key substations, especially in areas directly affected by the storm.

NSMO has completed infrastructure checks at key locations such as headquarters and control centers. The plan to increase on-site shifts and ensure communication through both main and backup channels has been activated.

At the same time, NSMO has developed a flexible power mobilization plan, ensuring the autonomy of each region in case of grid connection failure. The storm path and intensity monitoring system is updated every 3 hours and sent to the operating departments to promptly adjust the operating method.

At the meeting, Director of the Northern Power System Control Center Pham Manh Cuong said that the unit has coordinated to review all vulnerable points such as transformer stations and power lines, and prepared quick recovery plans after the incident. The Central Power System Control Center has also completed checking the information system, monitoring equipment and backup power sources, ready to handle when the Internet is lost or the control equipment has problems.

EVNNPT informed that it has directed units to re-establish 100% of on-duty shifts at 500kV and 220kV stations in the risk areas. EVNHANOI said that all 110kV transformer stations have on-duty plans, ready emergency equipment such as specialized vehicles, mobile generators, and reinforced flood protection at low-lying areas.

Concluding the meeting, Mr. Vu Xuan Khu requested the units to make a list of shifts, leaders, and alternative contact points in case of mobile signal loss. NSMO will establish a two-way communication mechanism between the control center and the operating unit for smooth operation.

In particular, in the event of a power system separation, units need to be ready to operate each part of the system, especially at the 500kV Nho Quan - Nghi Son line. Balancing on-site capacity is a key factor in maintaining a stable frequency and ensuring safe operation.

On-call duty must closely monitor the progress of the storm; Proactively handle incidents to avoid spreading; Quickly restore self-use electricity to important thermal power plants and power stations in case of self-use electricity outage.
