The Education sector applies Google Form and QR codes to deploy online surveys on satisfaction in handling administrative procedures; solutions to improve the quality of online public services for non-territorial interconnected administrative procedures and public services that do not use records; measures to organize direct dialogue conferences to contribute to improving the administrative reform index; measures to strengthen discipline and administrative discipline in the activities of the Department of Education and Training...
* During the process of administrative procedure reform, does the Department of Education and Training regularly inspect and urge units and individuals to perform their work well?
- The Department of Education and Training conducts annual administrative reform inspections of more than 30% of its affiliated units. In particular, the department assesses the impact of inspection work on changes in the implementation of administrative reform of agencies and units through inspection of existing problems raised by the inspection team, thereby requesting units to promptly and thoroughly overcome limitations. Each year, the Department of Education and Training summarizes and draws lessons, thanks to which the quality of administrative reform work of the Department of Education and Training is increasingly better and more substantive. Many contents have created clear changes thanks to inspection activities such as: the rate of online records, paperless records has been increased thanks to the guidance work in the administrative departments of affiliated units that has been constantly improved... Up to now, the rate of online records has reached 100%.
* Sir, after 5 years of implementing administrative reform contents in the period of 2021-2025, what results has the Education sector achieved and what are the outstanding contents?
- Through the implementation of administrative reform, the Education sector has improved the quality of law-making. Every year, the Department issues and organizes the implementation of a plan to review and evaluate administrative procedures according to the regulations of the province. During the reporting period, 82 administrative procedures were reviewed, and the Provincial People's Committee was advised to simplify and reduce the processing time for 6 administrative procedures. The Department of Education and Training provides online public services for 100% of administrative procedures under its jurisdiction. To date, this rate has reached 100%, with records returned in advance and on time, ensuring satisfaction for the people. The satisfaction rate assessed on the National Public Service Portal to date has reached 100%.
In the coming time, the Department will continue to guide and support people to submit applications online on the national public service portal, ensuring a rate of 100% according to the target assigned by the Provincial People's Committee. In particular, the implementation of the paperless form for 3 administrative procedures under the authority of the Department has brought positive feedback. People do not need to declare or print any documents, just need to have a level 2 electronic identification account through the citizen identification number and a few simple steps to be able to submit applications and receive results at home.
In the process of implementing administrative reforms, most notably in the 2024-2025 school year, the Department of Education and Training has promoted the application of information technology and digital transformation in management. To date, 100% of general education institutions have deployed electronic grade books to manage, monitor and evaluate students; promoting the conversion of electronic transcripts to official digital transcripts for primary schools. Currently, the education sector is piloting the conversion from electronic transcripts to digital transcripts for secondary schools for grades 6 and 10, and continuing education for grades 10 and will be implemented in the following years.

* During the implementation process, what difficulties did the education sector encounter, sir?
- In addition to the advantages, in the process of administrative reform, the education sector also encountered many difficulties. In particular, the rate of procedures generating records for full-process administrative procedures is still concentrated in a small number of procedures. The reason is due to the characteristics of the sector, localities have many administrative procedures under the authority of the Department of Education and Training that are difficult to generate records. For example, procedures related to the establishment of schools (at all levels), representative offices... with foreign elements.
In addition, data synchronization on the provincial administrative procedure settlement system is difficult when looking up data for the period from 2021-2023, before July 2024. Currently, the new system cannot look up the results of administrative procedure settlement in this period to proceed with digitization and storage in the warehouse according to regulations. The storage of digitized results of administrative procedures will only be carried out from 2025 on the National Public Service Portal. Before that, the results of administrative procedure settlement had no place to be stored, leading to the failure to fully exploit the effectiveness and significance of this work...

- Based on the results achieved in administrative reform in the period of 2021-2025, the Education sector focuses on implementing 6 contents in administrative reform in the period of 2026-2030. In particular, continuing to improve the quality of consulting work on drafting legal documents in the management field; continuing to propagate, disseminate, and guide the use of online public services under the authority of the Department of Education and Training on the administrative procedure settlement information system of Phu Yen province; ensuring to maintain the rate of online records at 100%. Organizing the approval of job positions and civil servant structure of the Department of Education and Training for units after the merger. Strengthening appropriate solutions to increase the number of units with autonomy in investment and regular expenditures on a practical basis to ensure efficiency.
