Developing traditional markets in a sustainable direction

Traditional markets play an important role in the goods distribution system, contributing to economic development and preserving the indigenous culture of each locality. Market development will help increase people's access to goods, create conditions for businesses and business establishments to operate effectively, contributing to the sustainable development of the province's economy.

Serving people's shopping needs

According to the Department of Industry and Trade, Phu Yen currently has 133 markets; including 1 class 1 market, 9 class 2 markets, 113 class 3 markets, 5 temporary markets and 5 spontaneous business locations. In terms of business methods, these 133 markets are all people's markets, there are no wholesale markets, and they are invested from the state budget. According to statistics, out of 133 markets, 77 have changed their management, business and exploitation models. In recent times, traditional markets have been invested in, managed and served the needs of local people in the province.

In order for the traditional market model to continue to develop, the Provincial People's Committee has recently issued a Market Development Plan until 2030 across the province with the goal of effectively implementing the market network development plan integrated in the Provincial Planning for the period 2021-2030, with a vision to 2050; building and developing market types suitable for the business needs of small traders, well serving the shopping needs of local people.

Mr. Nguyen Hai Trieu, Deputy Director of the Department of Industry and Trade, said: The development of traditional markets is not only in line with the province's socio-economic development plans and plans, but also in line with the overall strategy of the locality, focusing on sustainability, meeting the consumption needs of people and tourists. On the other hand, this work also encourages the participation of enterprises, cooperatives and communities in investing, building, managing and exploiting markets; enhancing the management role of state agencies in planning, building and managing markets; ensuring legality and transparency in commercial activities. At the same time, it creates conditions for local agricultural products and goods to access the market, increasing the added value of agricultural products; contributing to building a healthy and civilized business environment.

Also according to Mr. Nguyen Hai Trieu, with the task set out in the market development plan of classifying markets, developing wholesale markets and traditional markets, it is necessary to focus on investing in infrastructure for rural markets and night markets, eliminating spontaneous business locations, strengthening inspection and supervision to detect and handle violations of food safety, environmental sanitation, fire prevention and fighting, and security and order at markets.

"Solutions to develop markets will include solutions on policies, finance, training, propaganda and technology application. Specifically, such as issuing regulations on market development and management, mobilizing resources from the state budget, enterprises, cooperatives, and contributions from the community in investing in building and upgrading market infrastructure; or exploiting and integrating support sources and preferential policies from domestic and foreign organizations to invest in developing markets," said Mr. Nguyen Hai Trieu.

Especially in training and propaganda work, the authorities will also focus on training and instructing market managers and traders on management skills, civilized behavior, food safety, environmental protection, etc.; encourage markets to apply information technology in management, cashless payments, product and service promotion to improve business efficiency and better serve customers. At the same time, build online applications to introduce products, services, and market information, in order to expand access for people and tourists.

Ensure the right goals are achieved

According to the plan to develop traditional markets in the area by 2030, Phu Yen will develop 142 markets, including: 1 class 1 market, 10 class 2 markets, 131 class 3 markets. Among the invested traditional markets, there will be 3 wholesale markets (tuna auction market, Dan Phuoc seafood wholesale market, An My general wholesale market) and 139 people's markets.

To properly implement the set goals and plans, the Department of Industry and Trade is responsible for monitoring and inspecting the implementation; providing guidance and promptly resolving difficulties in the management process. This unit will synthesize the needs from localities and sectors in charge, organize the review and submit the List of land plots for bidding for investment projects using land for market construction investment projects according to the provisions of law on market development and management and guide localities to review and announce the classification and classification of markets in the management area. The Department of Industry and Trade will also periodically or suddenly inspect market management organizations; coordinate with competent agencies to inspect, examine and strictly handle violations of regulations on market development and management as well as acts of trading in counterfeit, prohibited, poor quality goods, smuggling and commercial fraud by business organizations and individuals.

During the implementation process, localities encourage and support markets to change their management models; coordinate with agencies and enterprises to implement investment projects to build new or renovate and repair existing markets, meet market needs and gradually modernize the market system.

In addition, the provincial departments and branches will coordinate with the Department of Industry and Trade to manage and develop markets in the area. The units will update and supplement information on market development projects in the list of projects calling for investment to promote and invite businesses and investors to participate in implementing the projects; inspect and supervise the implementation of market development projects. The functional units also provide guidance on contents related to construction standards, norms, maintenance procedures of market infrastructure assets; assign and lease land to implement projects; integrate markets into local tourist routes, promote the image of markets with historical and cultural relic values, architectural landscapes and night markets.

Together with the above units, the People's Committees of localities will organize the implementation of market development plans for markets in the area, ensuring feasibility and conformity with socio-economic development requirements. Localities will review and classify markets in their management areas according to regulations; compile a list of new construction, repair and renovation projects for markets, especially wholesale markets and markets in remote areas in the medium-term and annual public investment plans; balance and arrange budget capital for implementation according to regulations.
