
The information was emphasized by Deputy Minister of Science and Technology Bui Hoang Phuong at the regular press conference for October 2025, held this morning (October 31) in Hanoi, with the participation of representatives of many units under the Ministry of Science and Technology.
Creating a legal corridor for innovation
October is a month with many important milestones in the science and technology sector, as demonstrated by the fact that the Ministry of Science and Technology submitted to the Government and the Prime Minister 1 resolution, 7 decrees and 7 important decisions, covering most of the key areas of the sector.
Deputy Minister Bui Hoang Phuong said: "This is an outstanding result in the work of perfecting institutions, creating a synchronous legal corridor for science, technology and innovation activities in the coming period."
Notably, Resolution No. 307/NQ-CP dated October 6 officially added the Artificial Intelligence Law project to the agenda of the 10th Session of the 15th National Assembly, marking an important step forward in building a legal corridor for this field.

The press conference also provided a lot of information related to the implementation of tasks of developing and perfecting legal documents guiding the implementation of the Law on Science, Technology and Innovation, one of the major focuses of the ministry in 2025. 7 decrees were issued, focusing on providing detailed instructions on the contents of the Law on Science, Technology and Innovation, from autonomy mechanisms, finance, venture capital funds, human resources, science awards, to science and technology programs, tasks and innovative startup ecosystems.
In particular, Decree No. 271/2025/ND-CP regulates the establishment and capital contribution of enterprises to commercialize scientific and technological research results in Hanoi, opening up a new mechanism to bring scientific knowledge into production practice.
Along with that, also in October, the Prime Minister issued many important decisions to promote the development of science, technology and innovation such as: Completing the National Steering Committee on Science, Technology and Innovation, Digital Transformation and Project 06; issuing a plan to implement amended laws in the field of standards, technical regulations and science and technology; approving the program to encourage private enterprises to invest in telecommunications infrastructure and national digital infrastructure until 2030; issuing the national radio frequency spectrum planning; a set of criteria to evaluate the effectiveness of science, technology and innovation, digital transformation for socio-economic development; along with the process of selecting breakthrough initiatives and the plan to implement the Law on Science, Technology and Innovation.
These are documents with guiding significance, helping to quantify the contributions of science and technology in each industry and each locality, while promoting the effectiveness of public investment in research and innovation.
The Ministry of Science and Technology has issued five circulars providing specialized guidance, such as: Regulations on technical audits of electronic signatures and trusted services; guidance on preliminary nuclear safety assessments for nuclear power plant sites during the investment decision phase; regulations on approval procedures for telecommunications number storage and internet resources; regulations on management, connection and data sharing on the National Information System on Science, Technology and Innovation; and guidance on determining specialized job positions in digital transformation.
These documents contribute to perfecting the legal framework, standardizing technical processes and improving the effectiveness of state management in the fields of science, technology and innovation.
Many key activities and events
With strategic directions to help build a unified data platform, promote digital infrastructure development and support e-government operations, the Ministry of Science and Technology has issued the Data Strategy to 2030, the National Digital Architecture Framework and the Plan for developing telecommunications infrastructure and digital infrastructure to serve the Vietnam International Financial Center.
The Ministry also issued five dispatches directing the Departments of Science and Technology and telecommunications enterprises to proactively respond to storms No. 10 and 11 and overcome the consequences of floods and storms, ensuring smooth communication for command and operation.
At the same time, Official Dispatch 5511/BKHCN-CĐSQG guides ministries, branches and localities to develop digital transformation plans for 2026, demonstrating the ministry's coordinating and leading role in the national digital transformation roadmap.
Regarding the work of promoting international cooperation activities, the Ministry has chaired and coordinated the organization of more than 15 conferences, seminars and major scientific events. Notable ones are the Conference "Breakthrough in scientific and technological development to promote green transformation and sustainable development" in Quang Tri; the International Conference "100 years of quantum physics" in Gia Lai with the participation of scientists from 14 countries; the 8th National Conference on Measurement Science and Technology and the 16th National Conference on Nuclear Science and Technology (VINANST-16) in Da Nang...
One of the notable highlights in October 2025 was the event "Innovation for all people - Driving force for national development" held in Hanoi, attracting more than 800 delegates, connecting online to 34 provinces and cities, organized by the Ministry of Science and Technology in coordination with the Ministry of Finance.
Within the framework of the program, the Policy Forum and International Exhibition on Innovation were held, introducing hundreds of new Vietnamese products and technology solutions.
Also in the month, the VNIX-NOG 2025 event held in Nha Trang (October 16-17) gathered domestic and foreign experts and telecommunications businesses, aiming at the goal of developing the new generation of IPv6-Only internet, automating network infrastructure and improving the quality of national internet services.
In particular, the Program to celebrate National Digital Transformation Day 2025 with the theme "Digital transformation: Faster - more effective - closer to the people" summarized the period 2020-2025, announced the Digital Transformation Index (DTI) in 2024 of provinces and cities and honored collectives and individuals with outstanding achievements in implementing digital transformation.
This is an opportunity to look back on the 5-year journey of implementing the national digital transformation program, and at the same time orient the next phase with the goal of taking people and businesses as the center.
In addition, the Vietnam International Digital Week program with the theme "Artificial Intelligence Governance - AI Governance" was successfully organized last week.

At the press conference, Deputy Minister Bui Hoang Phuong affirmed that institutional improvement is one of the top priorities, in accordance with the direction of the Party and State in Resolution 57.
In November 2025, the Ministry of Science and Technology focused on completing 5 draft laws to be submitted to the National Assembly for consideration and approval at the 10th Session, including: Law on Digital Transformation, Law on High Technology (amended), Law amending the Law on Intellectual Property, Law amending the Law on Technology Transfer and Law on Artificial Intelligence.
At the same time, the Ministry continues to speed up the development of decrees and circulars guiding the implementation of laws passed by the National Assembly at the 9th Session. Complete the draft Decrees on handling administrative violations in the field of atomic energy; product and goods quality management; development of digital technology industry and concentrated digital technology zones; quality management of Halal products and services; and regulations amending the operating conditions of organizations inspecting, calibrating and testing measuring instruments.
Also in the coming time, the Ministry of Science and Technology will deploy key projects such as: Project to promote intellectual property work to serve socio-economic development; Project to compile statistics and evaluate the contribution of biotechnology; Strategy for development and application of atomic energy for peaceful purposes until 2035, vision 2050 and Project to train and develop human resources for atomic energy.
Deputy Minister Bui Hoang Phuong emphasized the key tasks in the work of building and perfecting legal documents, creating a complete legal framework, a foundation for the implementation and strong development of science, technology and innovation activities in the period of 2025-2030, towards making science, technology, innovation and digital transformation truly become the central driving force of economic growth and sustainable development, contributing to promoting the socio-economic development of the country.
