On September 10, the Ministry of Information and Communications issued Official Dispatch No. 06 requesting the Departments of Information and Communications of Northern provinces and cities, units under the Ministry, and postal and telecommunications enterprises to focus on overcoming the consequences of Typhoon Yagi and promptly respond after the storm.
In the context of the complicated developments of rain, floods and inundation after the storm, implementing the direction of the Party Committee of the Government, the Prime Minister , the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense, the Ministry of Information and Communications requests units in the industry to further promote the sense of responsibility and perform well a number of tasks. The goal is to continue to ensure smooth communication to serve the rescue work and support to overcome the consequences of Typhoon Yagi.
Accordingly, units need to strictly implement the regime of leadership and command on duty for natural disaster prevention, control, search and rescue, and information response 24/7; monitor the storm situation and report the network and communication operations to serve the command and management of the work to overcome the consequences to the Ministry of Information and Communications.
In addition, fully equip labor safety protection for officers and employees on information rescue missions, ensuring communication at the scene.
The Telecommunications Department is the focal point for receiving, synthesizing information and advising the Ministry on solutions to overcome the consequences. At the same time, it directs telecommunications enterprises to deploy measures to overcome the consequences of the storm and respond to the storm.
The Press Department and the Department of Radio, Television and Electronic Information shall strengthen direction for mass media agencies to promptly report on forecasts, warnings, and directions for overcoming storm consequences and responding to storms.
The Central Post Office needs to evaluate the use of specialized information vehicles during working trips serving Government leaders in Quang Ninh, Hai Phong, Yen Bai and propose information solutions to serve the operations of authorities at all levels. In addition, it is ready to provide communication by specialized information vehicles for working delegations when requested.
Departments of Information and Communications need to direct provincial and municipal radio and television stations and grassroots stations to update flood information, increase the duration and frequency of news bulletins to promptly notify people to proactively take response measures.
At the same time, it is necessary to use the digital transformation achievements of the locality such as citizen applications on phones to update information and provide instructions on measures to prevent and overcome the consequences of natural disasters.
In addition, the Department of Information and Communications also needs to direct postal and telecommunications enterprises in the area to prioritize ensuring communication in important areas; identify areas with lost communication to coordinate with the Department of Telecommunications to direct mobile telecommunications enterprises to widely deploy and ensure communication.
Coordinate with telecommunications businesses and authorities at all levels to announce the location of BTS stations that can withstand level IV natural disasters in areas with power outages so that people can charge their phones; share information about the time and plan to fix incidents on traffic routes, power projects, and fuel supply points to inform telecommunications businesses to have a recovery plan.
Postal and telecommunications businesses need to ensure communication to serve the direction and management of storm recovery; check equipment and fuel in neighboring areas to support areas with lost communication; instruct people to set up their phones to proactively change service roaming...
