Tax industry 'cleans up' procedures, creates opportunities for businesses

In order to facilitate the business sector, the tax sector will drastically cut and simplify administrative procedures and build a favorable business environment.

On April 21, the Tax Department ( Ministry of Finance ) held a workshop to collect opinions on the plan to reduce and simplify tax administrative procedures. The workshop is one of the activities to realize the policy of the Government and the Ministry of Finance to reduce and simplify regulations and administrative procedures, focusing on businesses as the center of service, contributing to creating a fair and equitable business environment.

According to the Tax Department, the current tax administrative procedure set includes 219 procedures, implemented at 3 levels: Tax Department (22 procedures), Regional Tax Branch (177 procedures), Inter-district Tax Team (139 procedures), and classified according to 3 levels of online public service provision. Of which, 134 procedures have reached the level of full online public service, accounting for 61.2% of the total number of procedures, with 105 procedures having been integrated into the National Public Service Portal.

The rate of online tax procedures is increasing rapidly. If in 2022, the total number of received dossiers was 22.8 million, by 2024 it had exceeded 25.5 million dossiers, of which more than 87.9% were received online. For some groups of procedures with high frequency such as tax registration, tax refund, tax declaration, this rate is up to more than 99%.

The shift to an electronic environment not only facilitates citizens and businesses but also significantly reduces administrative burdens. The number of applications received directly or by post has decreased from more than 5.3 million in 2022 to more than 3 million in 2024.

The current tax administrative procedure system is stipulated in many important legal documents such as: Tax Administration Law No. 38/2019/QH14, Decrees 123/2020/ND-CP, 126/2020/ND-CP, Circular 80/2021/TT-BTC, Circular 86/2024/TT-BTC and other specialized instructions.

Based on the direction of the Government and the Ministry of Finance, the Tax Department has proposed a series of reform solutions, with three major focuses: Comprehensive electronicization, reduction and standardization of records and forms, along with enhanced coordination and improvement of satisfaction of people and businesses.

Specifically, the tax sector aims to deploy 100% of the entire online public service; automate the process of receiving, processing and returning results; integrate with national databases; as well as standardize and simplify forms and documents, eliminating duplicate and unnecessary content.

Speaking at the Workshop of Deputy Director of the Tax Department, Mr. Dang Ngoc Minh said that the reform plan will continue to be implemented synchronously and drastically in the coming time. The Tax Department will regularly review and comprehensively evaluate administrative procedures, propose amendments to relevant legal regulations, and at the same time strengthen communication, guidance and support for taxpayers in the process of implementing procedures.
