Creating important premises and foundations for national development On December 29, to evaluate the achievements and results and provide development orientations for the information and communications industry in the coming time, the Ministry of Information and Communications held a conference to summarize the work in 2024 and deploy tasks in 2025, in a direct and online format to 63 provinces and cities.

Opening the conference, Minister of Information and Communications Nguyen Manh Hung stated that the Government's issuance of the National Digital Transformation Program in 2020 was a strong, pioneering decision and the past 5 years have been a journey of both doing and exploring; and affirmed: It is the spirit of daring to explore that has put Vietnam in the group of countries with the fastest growth rates in digital economy, e-commerce, digital government, online public services and digital transformation in general in the region and the world. "5 years ago, IT application was popular, digital transformation was very new. Digital transformation is new not only to Vietnam but also to the world. The most important thing about new things is the spirit of daring to explore. Whoever dares to explore will be the leader" , Minister Nguyen Manh Hung analyzed.

Minister of Information and Communications Nguyen Manh Hung also pointed out that 2025 is the year the country enters a new era, an era of the nation's strong rise to become a developed country with high income, prosperity and wealth. Vietnam aims to become an upper middle-income country by 2030. At that time, Vietnam's per capita income ranking will be in the top 100 globally. Currently, Vietnam's ranking is around 120. The head of the Information and Communications sector also pointed out the target of Resolution 57 dated December 22, 2024 of the Politburo on "Breakthrough in science and technology development, innovation and national digital transformation" set for the Information and Communications sector. That is: Digital infrastructure, digital technology, digital industry must go ahead, go faster, the international ranking in 2030 must be in the top 50 globally, which is twice as high as the economic ranking.

Through the current rankings, the results of the recent increase in rankings and the goals set for 2030 in each field, the main activities of the information and communications industry such as post, telecommunications, data infrastructure, network information security, etc., Minister Nguyen Manh Hung pointed out the tasks that the industry needs to do in the coming time. In particular, the Minister of Information and Communications inspired and helped delegates as well as officials and employees of the entire industry to firmly believe that we can completely complete the high goals assigned by the Party and State leaders. By 2030, Vietnam's digital infrastructure, digital technology, digital industry, and digital transformation must be in the top 50 globally, with some fields in the top 20-30 . "This is a noble mission. The mission of going ahead, going fast, entering the group of developed countries to create the premise and foundation for national development, for digital transformation, for the development of the digital economy and digital society. And we will be determined to achieve this goal. If you want to do great things, you must first dare to think about it," the head of the information and communications industry emphasized. Affirming that Vietnam today is no longer small, it must rise up to stand shoulder to shoulder with the great powers, Minister of Information and Communications Nguyen Manh Hung also commented: Vietnam has the strength to rise up, has an average per capita income; at the same time, we have the aspiration for a strong Vietnam, and is having the opportunity of the fourth industrial revolution, the digital technology revolution. According to Minister of Information and Communications Nguyen Manh Hung, meeting these conditions is enough for the country to rise up and achieve double-digit growth. Affirming that digital transformation is a "leading, objective and inevitable" factor for tourism development, Deputy Minister of Culture, Sports and Tourism Ho An Phong said: Thanks to the application of digital technologies such as artificial intelligence (AI), smart platforms, the "face" of Vietnam's tourism industry has had positive changes in 2024, bringing completely new experiences... Localities focus on tourism products with high technology content, integrating the latest technologies such as AI, VR360, contributing to promoting rapid and sustainable tourism development. At the same time, taking advantage of social resources, strengthening public-private cooperation and with international organizations, social networks to spread the image of Vietnam at home and abroad.

Regarding state management, the Ministry of Culture, Sports and Tourism has created important legal corridors to promote digital transformation in the tourism sector; researched and developed a set of criteria to evaluate the national digital platform for tourism management and business; a set of indicators to evaluate the effectiveness of smart tourism destinations; organized training and guided localities and businesses in implementing digital transformation in tourism. "Combining Vietnamese resources, people, and culture with digital transformation, Vietnamese tourism can completely catch up with the world in 7 to 10 years" , Mr. Ho An Phong believes. Sharing the local perspective, Vice Chairman of Hai Phong City People's Committee Hoang Minh Cuong said: Hai Phong is deeply aware that in digital transformation, building a digital government is an important task, must go first and have breakthroughs. Building a digital government, digital services provided to people must be prioritized for strong digital transformation.

Mr. Hoang Minh Cuong also provided specific information about the 3 stages of creating momentum, expanding the scope and clearing the remaining bottlenecks in the digital transformation roadmap, and the provision of public services in Hai Phong. Accordingly, after phase 2, Hai Phong has basically brought 100% of eligible public services online and ensured the rate of online records reached 41%. The goal of phase 3, which will start from 2025, is to convert the maximum number of records that have not been put online, so that by the end of 2025, the rate of online records in Hai Phong will reach 75%. In addition to presenting 4 main solutions that Hai Phong will focus on implementing in the coming time, Mr. Hoang Minh Cuong also made a number of recommendations to the Government and ministries and branches to contribute to the city completing the goals assigned by the Government.

Based on Resolution 57 of the Politburo, speaking at the conference, Chairman and General Director of Viettel Tao Duc Thang made many proposals to promote the development of Vietnam's digital infrastructure. Specifically, the Government needs to guide the effective use of research and development funding, focusing on technology research projects that play a fundamental and comprehensive role such as semiconductors, low-altitude satellites, dual-use defense industry, etc. In addition, it is necessary to implement a pilot mechanism and exemption policy for enterprises to test new technologies and new business models, and propose the formation of a venture capital fund at the enterprise. Viettel's representative also recommended that the Government have a special mechanism in researching access and purchasing foreign technology secrets and advanced technologies, soon forming and guiding the use of a strategic industrial development investment fund; have special policy mechanisms in cooperation with the world's leading technology companies.

Regarding the field of communications, Director of the Department of Broadcasting, Electronic Information, Le Quang Tu Do said that in recent years, the Ministry of Information and Communications has directed and implemented many new solutions and has achieved many great strides in managing cyberspace in general and social media management. According to Mr. Le Quang Tu Do, in the process of direct management, the Department of Broadcasting, Electronic Information, is aware of two issues. That is, cyberspace has become a new living space for mankind, maintaining sovereignty in cyberspace is protecting the regime; managing cyberspace in particular and managing social media in general cannot and is not only the task of a few key units as before, but of the entire political system. Besides, to manage information on the internet and social media, it is imperative to manage cross-border platforms well. From the above two premises, the Department of Broadcasting, Electronic Information, has researched and drawn out new ways of doing things, which is to combine building and fighting, to build together and fight together. This approach can be summarized into four ideas: Building regulations, building ways of fighting, building forces, building a battle formation, aiming to achieve the goal of fighting against bad and toxic information and preventing loss of control of social media in cyberspace. The Ministry of Information and Communications and the Ministry of Science and Technology after the merger will be stronger, deeper and more effective. Discussing at the conference, referring to the direction of the Central and Government on merging the Ministry of Information and Communications and the Ministry of Science and Technology into the Ministry of Science, Technology and Communications, Minister of Information and Communications Nguyen Manh Hung said: The two merged ministries must find common ground to become stronger. Through analysis, the head of the Information and Communications sector pointed out: Technology is the common ground, creating synergy, synergy and resonance of the two ministries, and commented: "The new name of the merged ministry is the Ministry of Science, Technology and Communications, which both covers all areas of the two ministries, and also shows the synergy and resonance of the two ministries is technology" .

Emphasizing that the two ministries merging together will form a new, very important and large ministry of the country, Minister of Information and Communications Nguyen Manh Hung affirmed: Resolution 57 of the Politburo is a special resolution of special importance on breakthroughs in science and technology development, innovation and digital transformation. The resolution has many revolutionary viewpoints, tasks and solutions, similar to Resolution "Contract 10" for Agriculture 40 years ago, but this time for science and technology, innovation and national digital transformation. "The newly merged ministry, the Ministry of Science, Technology and Communications, will be the core force to realize this particularly important Resolution" , the head of the information and communications sector pointed out. From the analysis of the core points of Resolution 57, Minister Nguyen Manh Hung pointed out: From now on, digital transformation has truly become the cause of the entire Party and the entire people, and Vietnam's digital transformation will enter a breakthrough development phase. At the same time, he believed that a new challenging but also glorious page of the industry would be opened in the near future, when the Ministry of Information and Communications merged with the Ministry of Science and Technology to become the Ministry of Science, Technology and Communications. Speaking at the conference, Deputy Prime Minister Ho Duc Phoc expressed his joy when the Ministry of Information and Communications achieved great results and acknowledged the opinions of the ministries and branches advising the Government to promote the development of the information and communications industry.

Deputy Prime Minister Ho Duc Phoc said that, although the data is not complete, it has vividly demonstrated the efforts of the entire industry. However, the representative of the Government's leadership also pointed out the challenges, difficulties and limitations in the past time, requiring the IT&T industry to have solutions in the coming time. For example, the database and information infrastructure are still limited, so the application of multi-industry fields is difficult. Whether the training of IT human resources meets the needs or not; whether the training of 50,000 semiconductor chip engineers meets the current requirements or not... The Deputy Prime Minister said that the Ministry of Information and Communications must be the "chief of staff" for the Government on this matter. Regarding the press, Deputy Prime Minister Ho Duc Phoc noted that it is necessary to strictly manage the press so that it is revolutionary press; it is necessary to prevent bad and toxic information on digital platforms and cross-border platforms. Malicious information "eats away at the people", distorts and affects people's trust in the government, so it needs to be stopped immediately with technology, law and international cooperation. In 2025 and the coming time, the Deputy Prime Minister expects the Ministry of Information and Communications to promote the results, actively innovate and overcome challenges, promote digital transformation, digital infrastructure, strongly apply AI, digital industry to contribute to achieving the goals in the new era, the era of growth.

Based on Resolution 57 of the Politburo with goals until 2030 and vision to 2045, Deputy Prime Minister Ho Duc Phoc affirmed that this is an "order" and also a task that needs to create a breakthrough for the country's development, a guideline for action. He requested to promote the development of digital technology, and to propagate to people to understand the digital economy. The Deputy Prime Minister also requested to focus on the fight against bad and toxic information from cross-border platforms using technology; coordinate the handling of legal violations; combat profiteering and fraud. Strengthen the investigation and handling of violations in press and media activities, including perfecting the Press Law for the press to develop and move to the digital information stage. Regarding the merger of the Ministry of Information and Communications and the Ministry of Science and Technology, Deputy Prime Minister Ho Duc Phoc affirmed that " the merger of the new Ministry has new strength, a greater mission and more effective implementation". The two ministries have the most in common is technology, he believes that the two ministries will be "stronger, deeper and more effective" . The Deputy Prime Minister said that the two Ministers have had meetings to implement the merger of the apparatus with a spirit of speed and efficiency. Receiving the direction, Minister of Information and Communications Nguyen Manh Hung thanked Deputy Prime Minister Ho Duc Phoc for his opinions and suggestions. The directions and tasks assigned by the Deputy Prime Minister will be specified by the Ministry of Information and Communications in the plan and action program for 2025.
