Opening the conference, Minister of Information and Communications Nguyen Manh Hung stated that the Government's issuance of the National Digital Transformation Program in 2020 was a strong, pioneering decision and the past 5 years have been a journey of both doing and exploring; and affirmed: It is the spirit of daring to explore that has put Vietnam in the group of countries with the fastest growth rates in digital economy, e-commerce, digital government, online public services and digital transformation in general in the region and the world. Minister of Information and Communications Nguyen Manh Hung also pointed out that 2025 is the year the country enters a new era, an era of the nation's strong rise to become a developed country with high income, prosperity and wealth. Accordingly, after phase 2, Hai Phong has basically brought 100% of eligible public services online and ensured the rate of online records reached 41%. The goal of phase 3, which will start from 2025, is to convert the maximum number of records that have not been put online, so that by the end of 2025, the rate of online records in Hai Phong will reach 75%. Based on Resolution 57 of the Politburo, speaking at the conference, Chairman and General Director of Viettel Tao Duc Thang made many proposals to promote the development of Vietnam's digital infrastructure. Specifically, the Government needs to guide the effective use of research and development funding, focusing on technology research projects that play a fundamental and comprehensive role such as semiconductors, low-altitude satellites, dual-use defense industry, etc. In addition, it is necessary to implement a pilot mechanism and exemption policy for enterprises to test new technologies and new business models, and propose the formation of a venture capital fund at the enterprise. Regarding the field of communications, Director of the Department of Broadcasting, Electronic Information, Le Quang Tu Do said that in recent years, the Ministry of Information and Communications has directed and implemented many new solutions and has achieved many great strides in managing cyberspace in general and social media management. According to Mr. Le Quang Tu Do, in the process of direct management, the Department of Broadcasting, Electronic Information, is aware of two issues. That is, cyberspace has become a new living space for mankind, maintaining sovereignty in cyberspace is protecting the regime; managing cyberspace in particular and managing social media in general cannot and is not only the task of a few key units as before, but of the entire political system.
