Culture, Sports and Tourism Sector: "Only discuss action, no retreat" to implement "3 Determination - 4 Proactivity"

The spirit of "Only discuss action, not retreat" that Prime Minister Pham Minh Chinh has directed in recent times has been thoroughly grasped by the leaders of the Ministry of Culture, Sports and Tourism, effectively applied to leadership, direction and operation, and widely spread to agencies and units under the Ministry to create consensus and combined strength to successfully carry out all assigned political tasks.

The 2024 Vietnam Tourism and Culture Promotion Forum in Korea, chaired by the Ministry of Culture, Sports and Tourism, was successfully organized beyond expectations, achieving many results in many aspects. This is considered one of the highlights of the State visit of Prime Minister Pham Minh Chinh to Korea in early July. "Tourism and cultural cooperation between Vietnam and Korea is a bright spot," the Head of Government noted at the Forum.

Although it only took place over a period of a few hours, few people know the story behind it: the "no break" preparation efforts with an uncountable amount of work by the Ministry of Culture, Sports and Tourism in just under 15 days. As soon as he received the urgent task directed by the Prime Minister , Minister of Culture, Sports and Tourism Nguyen Van Hung, with the spirit of "Only discuss, no backtracking", always putting himself in the mindset of "No time to backtrack", urgently directed the specialized agencies of the Ministry to work day and night, taking advantage of every hour, every minute with the goal of best completing the task assigned by the head of the Government.

With the close direction of the Ministry's leaders and the tireless and professional efforts of the Ministry's functional units, the 2024 Vietnam Tourism and Culture Promotion Forum in Korea has created an important highlight in the Prime Minister's working trip, thereby bringing the Cultural-Tourism cooperation between the two countries to a new level. More importantly, the spirit of "Only discussing, not retreating" as directed by the Prime Minister many times has been skillfully and flexibly applied by the Ministry of Culture, Sports and Tourism to bring about work efficiency in any situation.

Another vivid example of the Ministry of Culture, Sports and Tourism in thoroughly grasping and effectively implementing the Prime Minister's spirit of "Only discuss, not retreat" is that at the recent 7th Session, Minister of Culture, Sports and Tourism Nguyen Van Hung, authorized by the Government, presented a report on the National Target Program on Cultural Development for the period 2025-2035. This can be said to be a political event of special significance not only for the cultural sector but also for the whole society.

Because, the National Target Program on Cultural Development is considered a "great project" of the cultural sector, an initiative with a "beyond term" mindset that is expected by Party and State leaders, and awaited by sectors, levels, especially localities.

Aware of this, immediately after receiving written approval from the Party Central Committee, the Government, and the Resolution of the National Assembly, the Ministry of Culture, Sports and Tourism, as the drafting agency, organized to collect opinions from 63 localities, organized many forums and seminars to collect opinions from experts, scientists, and managers to achieve the initial result of the draft Program that passed the appraisal steps of the National Appraisal Council, the examination steps of the National Assembly agencies, and received high appreciation from National Assembly deputies, voters, and people.

Certainly, when thinking back to the early days of "writing" and the process of bringing the "great work" on culture to the National Assembly, cultural workers, especially those who directly participated in the drafting process, will understand more and more deeply the spirit of "Only discuss, do not discuss back" that the Prime Minister directed before carrying out difficult tasks.

Because, without consensus, without passion, determination and courage to overcome the most difficult times, but only seeing difficulties and "backing down", pushing away, avoiding responsibility, then certainly there will not be the results like today.

At the conference of the Ministry of Culture, Sports and Tourism to review the first 6 months of the year and deploy tasks for the first 6 months of 2024 held on July 12, Minister of Culture, Sports and Tourism Nguyen Van Hung once again emphasized the spirit of "Only discussing, not backtracking" when proposing a number of key tasks for the entire industry in the coming time.

According to the Minister, 2024 is considered an extremely important "sprint" year for the entire sector to effectively implement the goals and tasks set out in the Resolution of the 13th Party Congress and the Government's 5-year socio-economic development plan for 2021-2025 at the beginning of the term. Thus, there is only more than 1 year left for the entire culture, sports and tourism sector to successfully implement the tasks for the entire 5-year period.

Therefore, at this Conference, after the summary report of Deputy Minister Trinh Thi Thuy on the "bright spots" of the industry in the first 6 months of the year, the leaders of the Ministry of Culture, Sports and Tourism spent most of the time for heads of units to review the remaining problems and difficulties, thereby thoroughly discussing solutions to successfully carry out the tasks of the last 6 months of the year.

After listening to the frank, responsible, dedicated and concerned voices of the leaders of the units, Minister Nguyen Van Hung acknowledged the results and marks of a number of fields in the first 6 months of the year such as: Culture, Sports, Tourism, International Cooperation, Press, Law, Personnel Organization...

Drawing four lessons , the Minister said that the first lesson is that in leadership and direction, we must closely follow the direction of the Party and State leaders, and conduct specific research to promptly institutionalize the contents related to the fields of Culture, Sports and Tourism. We must grasp the whole picture but have depth to apply it in practice.

The second lesson is to maintain solidarity and unity within agencies and units. According to the Minister, without solidarity, no task can be accomplished. "Since the beginning of the term, the Party Committee of the Ministry of Culture, Sports and Tourism has been united, united, and joined forces to create many positive results recognized by the Party and State leaders" - reiterating the assessment of the Politburo Inspection Delegation led by Politburo member and Head of the Central Internal Affairs Commission Phan Dinh Trac when working with the leadership of the Ministry of Culture, Sports and Tourism, the Minister requested strict adherence to discipline, order, upholding exemplary behavior, daring to do, daring to bear, daring to speak frankly and honestly. There is no reason why "people in the same family" cannot speak frankly and honestly with each other - the Minister emphasized.

The third lesson is to innovate thinking and approach, always stick to target management to build appropriate and effective policies. From there, continuously improve the work efficiency of agencies and units.

The fourth lesson is to mobilize collective strength and maintain regular, close relationships with the Board, Ministries, and localities when implementing the industry's policies and guidelines.

Also at the Conference, the Minister emphasized a number of specific tasks of the industry in the last months of the year such as: Continuing to perfect the institutional policies of the industry, specifically completing the dossier of the National Target Program on Cultural Development for the period 2025-2035 to submit to the National Assembly for approval at the 8th Session; completing the draft of the Law on Cultural Heritage (amended), the Law amending and supplementing a number of articles of the Law on Advertising; Planning the network of cultural and sports facilities for the period 2021-2030; Strategy for developing physical training and sports in Vietnam to 2030, with a vision to 2045; Tourism to achieve the goal of welcoming 18 million international visitors; Sports to achieve the highest goal of the 2024 Paris Olympic Games as well as widely deploying mass sports activities...

Regarding general tasks, the Minister noted that agencies and units implement " 3 Determination - 4 Proactivity - 5 Efficiency ".

In which, the 3 Determinations are "First: Accelerate to the finish line to exceed the 2024 mission targets - Second: Build a comprehensively strong and clean unit, well implementing the motto "Each person's efforts, our future" - Third: Successfully, effectively organize and spread national-scale cultural, sports and tourism events".

Regarding the 4 Proactivenesses , the first is to proactively add to the plan and update new tasks assigned by the Party and State to develop feasible implementation solutions in accordance with the functions and tasks. Do not evade, avoid, or push.

Second, the Minister noted that units within the ministry must be "trusted partners" of each other in coordinating the implementation of tasks, creating a combined strength. "We build effective relationships with countries that have strategic partners despite being geographically distant, so why can't we be "trusted partners" of each other when we are close to each other?" - the Minister wondered and said that this must be a mandatory task originating from the initiative of the units.

Third, proactively and effectively coordinate with specialized units of ministries and branches to create a seamless flow of work.

Fourth, proactively search for talented people, train and develop successors, build a cultural working environment of respect, listening, sharing, and building internal solidarity.

Regarding the 5 Effects, the first is Effective use of resources in budget allocation, disbursement of public investment capital, and exploitation of infrastructure. Spending correctly and sufficiently in the spirit of budget savings.

The second is the effectiveness of implementation in professional activities, regularly, thinking, and worrying to carry out tasks in depth. "Excellent completion must be a constant thought and habit of the leader when carrying out any task" - the Minister emphasized.

Third is to improve the quality of operations of public service units in the spirit of "No complaints about difficulties, no complaints about hardships".

Fourthly, it is to create real effectiveness in Party building work, exemplary role, especially as a leader. In particular, focusing on thoroughly implementing Directive 35 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party.

Fifth is to improve the effectiveness of emulation and reward work. Emulation must be substantial, not equal.

Before concluding his speech, Minister Nguyen Van Hung recalled the words of the great President Ho Chi Minh, the national liberation hero, world cultural celebrity, who said: "Every small drop of water seeps into the ground, flows in a new direction to become a stream, a river" as a message, a wish to all civil servants, public employees, and workers in the whole industry to continue to make more efforts, to promote the spirit of "Only discuss doing, not retreating" as Prime Minister Pham Minh Chinh directed.

Once imbued with this spirit, each effort and achievement from agencies and units will be like "drops of water" combining to create a combined strength, a "great flow" of the entire culture, sports and tourism sector to successfully carry out the noble political tasks, full of difficulties, hardships but also very glorious and proud that the Party, State and People have entrusted./.
