On November 26, the National Assembly discussed special policies on international integration.

Continuing the 10th Session, on the morning of November 26, the National Assembly voted to pass 4 laws, including: Extradition Law; Law on Transfer of Persons Serving Prison Sentences; Law on Judicial Assistance in Civil Matters; Law on Judicial Assistance in Criminal Matters.

Afterwards, delegates discussed in the hall the draft Law on National Reserves (amended). The Minister of Finance explained and clarified a number of issues raised by National Assembly delegates.

In the afternoon, the National Assembly discussed in the hall about:

+ Draft Law amending and supplementing a number of articles of the Law on International Treaties.

+ Draft Resolution of the National Assembly on a number of specific mechanisms and policies to improve the effectiveness of international integration work.

The Minister of Foreign Affairs explained and clarified a number of issues raised by National Assembly deputies.

Increasing the country's soft power

Previously, on November 19, presenting the Summary Report on the National Assembly's draft Resolution on a number of specific mechanisms and policies to improve the effectiveness of international integration, Deputy Prime Minister Ho Duc Phoc said that the development of the Resolution is an urgent requirement to stipulate specific policies and mechanisms in implementing foreign affairs and international integration tasks to meet the requirements of international integration in the new situation according to Resolution No. 59 of the Politburo; at the same time, to affirm and overcome a number of difficulties and bottlenecks in implementing foreign affairs and international integration in recent times. Notably, the strengthening and deepening of relations with partners; the promotion of the role of localities and enterprises and the assurance of resources for foreign affairs and international integration.

The Government submitted to the 15th National Assembly for consideration, comments and approval at the 10th Session according to the one-session process. The draft resolution was developed according to the simplified procedures and order as prescribed by the Law on Promulgation of Legal Documents and guiding documents for implementation. The draft resolution consists of 8 chapters, 29 articles with 2 appendices, focusing on 3 major policies:

Firstly, the policy is to strengthen and deepen partnerships, promote and elevate multilateral diplomacy, proactively contribute intelligence and resources to peacekeeping and promote international development cooperation, and increase the country's soft power.

+ Allow the Government to issue a Resolution to handle legal problems in implementing cooperation projects with foreign partners of key and strategic nature according to the direction of competent authorities.

+ The Government decides to provide preferential support to international organizations and foreign non-governmental organizations present in Vietnam, to develop Vietnam research programs and guest programs for Party, State and Government leaders to enhance understanding of Vietnam.

+ Allows sending forces to participate in construction and development activities in areas of conflict, disaster, or to build projects to support partner countries.

+ Allow localities to establish representative offices abroad in some key areas; empower localities to take the initiative in repairing border works.

Second, the policy promotes the central role of the driving force and main force of enterprises in international integration.

+ Allow businesses to establish an International Enterprise Development Fund to enhance competitiveness.

+ Allow industry associations to establish industry export promotion funds to promote trade, research and development, and protect brands.

+ Support Vietnamese enterprises abroad to establish representative organizations and protect the interests of enterprises abroad.

Third, the policy promotes training, improves the quality and quantity of staff working in foreign affairs and international integration at both central and local levels.

+ Allow the mobilization and use of retired civil servants, public employees, and armed forces officers for important foreign affairs and international integration tasks.

+ Appoint the positions of special envoys of Party, State and Government leaders, and mobile ambassadors extraordinary and plenipotentiary to ensure flexible and timely implementation of foreign affairs activities, serving the country's requirements.

+ Support 100% of salary according to current coefficient of those working in foreign affairs and regular integration in the entire political system. Allow experts, scientists, and people who are proficient in rare foreign languages to receive 300% of salary according to the salary coefficient.

+ Applying spending quotas in strategic research implementation.
