Nghe An stops mobilizing teachers to work as specialists at the Department of Education

On January 28, information from the Office of the People's Committee of Nghe An province said that Mr. Bui Dinh Long, Vice Chairman of the People's Committee of Nghe An province, had just signed a document directing the transfer of teachers to work as specialists at the Department of Education and Training.

Accordingly, the People's Committee of Nghe An province requested the districts to recover more than 10 billion VND that had been paid in allowances to teachers, principals, and vice principals of schools who were seconded to work as specialists at the Departments of Education and Training in the past.

According to the inspection results of the functional sector, the number of seconded teachers who were paid seniority allowance and teaching allowance in the two years 2021-2022 in this province was 281 people, with an amount of more than 10 billion VND.

Nghe An Provincial People's Committee also requested districts to stop seconding teachers to work at the Department of Education and Training; and return all seconded teachers who were working at district-level Departments of Education and Training to their old units before being seconded.

To have enough specialists to replace these seconded specialists, Nghe An provincial leaders requested districts to promptly develop plans for job positions at the Departments of Education and Training according to the instructions of ministries and branches. If it is necessary to arrange, strengthen, transfer, or second civil servants to work at the Departments of Education and Training, they must seek the opinions of the Department of Home Affairs and the Department of Education and Training.

As reported by Thanh Nien Newspaper, due to the lack of specialists working at the district-level Department of Education and Training, since 2012, Nghe An province has mobilized leaders and teachers to work as specialists at the Department of Education and Training according to the instructions of the Ministry of Education and Training and they are paid salaries, seniority allowances, and teaching allowances. However, in 2018, Nghe An Department of Finance "blew the whistle" when it said that the payment of these two allowances was against regulations.

After many years of debate among departments and branches, by the end of 2023, the People's Committee of Nghe An province decided to collect more than 10 billion VND in paid allowances.
