Research on urban development oriented towards public transport

Da Nang City is studying the model of urban development according to public transport orientation (TOD). Urban development according to TOD is based on the development orientation of the public transport system to approach and solve problems related to traffic congestion, reduce the number of personal vehicles, increase the need for walking, convenient for pedestrians, daily commuters, tourists ... and increase the demand for quality of life of residents.

In Vietnam, the TOD model is still new, being institutionalized in the draft Law on the Capital (amended) in Article 31 and for Ho Chi Minh City, the National Assembly has just allowed it to be implemented according to Resolution No. 98/2023/QH15 dated June 24, 2023 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (in Clause 2, Article 4).

For Da Nang , in the content of the Da Nang City Planning for the period 2021-2030, with a vision to 2050 (issued by the Prime Minister in Decision No. 1287/QD-TTg dated November 2, 2023), land funds (underground, above ground) are arranged appropriately for terminal stations, transfer stations (underground, above ground, elevated)... of large-volume public passenger transport routes on urban railways (MRT and LRT, also known as metro) and the development orientation of these stations is oriented according to the TOD model, synchronously connecting with other types of public passenger transport (bus, public bicycle, taxi,...), combined with planning for concentrated commercial service development.

Some LRT lines will be utilized, expanding the available rail land fund of the national railway branch (after moving the current Da Nang railway station out of the city center) for construction, while combining urban redevelopment along the LRT corridor axis according to TOD orientation. The current Da Nang station area will be redeveloped into a major public passenger transport hub combined with commercial and service development according to TOD orientation and CBD (business and commercial center)...

In addition to the above TOD development directions, the city is implementing the project to renovate and upgrade National Highway 14B and expects that after completion, the route will contribute to changing the appearance of the western gateway of the city in a modern direction, creating new space for urban development, especially urban development in the direction of TOD. However, the city faces many difficulties and challenges in implementing TOD, especially the lack of experienced consulting units to research and develop TOD; mechanisms, policies and the mobilization of large financial resources to implement this new model...

According to Deputy Director of the Department of Transport Luong Thach Vy, urban development in the direction of TOD is an important development direction and has been included in the planning of Da Nang city. The city has planned an urban railway system and plans to develop a number of urban centers around a number of stations in the urban railway system. To implement this direction, it is necessary to have a large financial resource as well as experience in implementing projects related to TOD. Yokohama (Japan) is a city with a lot of experience in building the TOD model, so the Department of Transport has asked Yokohama city to support and cooperate with Da Nang in urban development in the direction of TOD. Da Nang is also researching TOD because it is still new to Vietnam. The Department of Transport is researching TOD development along National Highway 14B, both ends of the tunnel crossing Da Nang airport, the intersection of Nguyen Sinh Sac Street and the Western Ring Road 2, the metro corridor (the common name for the urban railway line)..., Mr. Luong Thach Vy said.
