Elderly people participate in promoting digital transformation and green transformation

Kinhtedothi - Deputy Prime Minister Le Thanh Long has signed and issued Decision No. 379/QD-TTg of the Prime Minister approving the Project "Elderly people participating in promoting digital transformation, green transformation, startups and job creation".

The general objective of the Project is to raise awareness of society and authorities at all levels about the position and role of the elderly; awareness and aspirations of cadres, members and the elderly about the Party's guidelines and policies and the State's laws on the elderly's participation in promoting digital transformation, green transformation, entrepreneurship and job creation in the new development stage.

Promoting the potential, role and experience of the elderly in promoting digital transformation, green transformation, entrepreneurship and job creation in accordance with the aspirations, needs and important contributions of the elderly to the implementation of the country's sustainable development goals.

Create conditions for the elderly to participate in promoting digital transformation, green transformation, entrepreneurship and job creation; improve the quality of material and spiritual life; continue to set good examples, educate the younger generation to ensure political security, social order and safety, build and protect the Fatherland.

Specific goals, in the period of 2025 - 2030, strive for 90% of cadres, members, and the elderly to be informed and have their awareness raised about digital transformation, green transformation, entrepreneurship, and job creation; strive for 50% of the elderly to be proficient in basic digital skills, including: online public services; online shopping; online payment, self-protection in cyberspace, and use of other digital platforms depending on local characteristics.

Plant at least 100 million trees, each province has at least 05 models of the elderly on collecting and classifying waste at source, 03 models of organic agricultural production, circular economy.

At least 1,260 elderly people are supported to start a business, 500 elderly start-up models; at least 100,000 people have jobs through elderly start-up models.

By 2035, strive for 100% of cadres, members, and the elderly to be educated and have their awareness raised about digital transformation, green transformation, startups, and job creation; strive for 70% of the elderly to be proficient in basic digital skills, including: online public services; online shopping; online payment, self-protection in cyberspace, and use of other digital platforms depending on local characteristics...

Piloting a model for the elderly to participate in promoting digital transformation, green transformation, startups, and job creation

To achieve the above objectives, the Project has proposed solutions including: Communication to raise awareness of the elderly about digital transformation, green transformation, entrepreneurship and job creation; the role and position of the elderly in promoting digital transformation, green transformation, entrepreneurship and job creation for the sustainable development of the country; improving the capacity of the team of officials implementing the Project and officials, members, and the elderly on digital transformation, green transformation, entrepreneurship and job creation.

In addition, build a pilot model for the elderly to participate in promoting digital transformation, green transformation, entrepreneurship and job creation; conduct scientific research and propose policies to support the elderly; promote consulting and feedback activities; monitor, supervise and evaluate the effectiveness of the Project implementation; strengthen international cooperation, mobilize resources to support the effective implementation of the Project's activities.

In particular, building a pilot model of the elderly participating in promoting digital transformation, green transformation, entrepreneurship and job creation, the Project clearly states that it will build a model of the elderly participating in digital transformation in labor production, management, social development and in activities of the Elderly Association; build and support conditions for building a model of the elderly participating in green transformation in labor - production, protecting the green - clean - beautiful environment; support conditions for building a model of households planting trees and protecting the environment.

At the same time, build a model for the elderly to participate in starting a business and creating jobs: review, evaluate, select, consolidate, improve quality and support resources to create conditions to maintain and replicate existing suitable models and build new models in the community.

Implementing organization

The Deputy Prime Minister directed the Ministry of Natural Resources and Environment to preside over and coordinate with relevant ministries, branches and localities in implementing and guiding the implementation of this Decision; preside over the implementation of the task of the elderly participating in promoting green transformation and circular economy according to the provisions of this Decision and other relevant laws; inspect, synthesize and evaluate the situation and implementation results and propose to competent authorities to adjust the content of the task (if necessary).

The Ministry of Information and Communications shall take the lead in implementing the task of the elderly participating in promoting digital transformation according to the provisions of this Decision and other relevant laws.

The Ministry of Science and Technology shall take the lead in implementing the task of the elderly participating in promoting start-up activities according to the provisions of this Decision and other relevant laws.

The Ministry of Labor, War Invalids and Social Affairs shall take the lead in implementing the task of the elderly participating in promoting job creation activities according to the provisions of this Decision and other relevant laws.

The Ministry of Agriculture and Rural Development shall preside over and carry out the task of the elderly participating in promoting organic agriculture and tree planting according to the provisions of this Decision and other relevant laws.

The Central Committee of the Vietnam Association of the Elderly shall organize the implementation of the relevant tasks approved in this Decision; direct and guide the Associations of the Elderly of provinces and centrally-run cities to participate in giving opinions on the development of local implementation plans; develop estimates and budgets to carry out assigned tasks in accordance with relevant laws; mobilize socialized resources and resources from international organizations to support the activities of the Project in accordance with the law...
