The Deputy Prime Minister highly appreciated the important contributions of the Council in recent times in developing education and human resources with innovations, breakthroughs, increasingly modern and integrated approaches, combined with the humanistic and cultural values of the nation.

On the occasion of Vietnamese Teachers' Day, the Deputy Prime Minister sent his best wishes to all cadres and teachers nationwide, and the education sector's position and importance will increasingly increase.

Multi-sectoral and inter-local approaches in educational and training innovation

According to the Deputy Prime Minister's analysis, the world situation is changing, facing epochal challenges and global crises. If the current development model based on natural resource exploitation is maintained, by 2050, humanity will need 3 Earths. This reality poses an urgent need to transform from a resource-based economy to a knowledge-based economy .

"Knowledge is the new resource. Human resources, talent and innovation are the driving force for breakthroughs. With knowledge resources and human motivation, developing countries that are behind can come ahead. Therefore, the Council needs to focus on discussing strategic issues in education and training innovation, first of all awareness but must soon move to action," said the Deputy Prime Minister and asked Council members, from the perspectives of science, education, state management... to determine plans and work programs, prioritize a number of specific goals, propose solutions, and assign tasks to each ministry and sector so that "education is truly the top national policy, innovating both content and form, creating breakthrough changes".

"The Council members represent the fields of science, culture, art... voices from localities with many different approaches but must work together, go together, and achieve the goal of fundamental and comprehensive innovation in education and training. Each meeting must synthesize intelligence, democracy, science, and demonstrate the viewpoints and policies of the Party and State, the expectations of society and people with the goal of developing human resources," the Deputy Prime Minister emphasized.

Referring to the legitimate concerns and wishes of parents, families, society and the future of the country, the Deputy Prime Minister suggested that the Council should also have a voice in supporting revolutionary and correct trends in innovation in education, training, programs, textbooks, teaching and learning methods, assessment, examinations, etc.; at the same time, continue to affirm the fundamental and long-term issues for the development of education and human resources that need to be deepened.

At the meeting, Council members and representatives of several localities raised urgent practical issues such as vocational education streaming at high school level; roadmap for implementing educational programs based on an interdisciplinary approach to science, technology, engineering, and mathematics (STEM) to meet the human resource training requirements of the knowledge economy, digital economy, and green economy; continuing to innovate teaching and learning methods, assessment, and examinations, etc.

Notably, Council members emphasized the need for a clear and specific action plan for each task for multi-sectoral, multi-disciplinary, and inter-local issues in education and human resource development. The Ministry of Education and Training, the standing body of the Council, needs to propose a list of urgent practical issues that need to be resolved, thereby proposing specific implementation plans such as organizing in-depth and thematic meetings, assigning tasks to each ministry, sector, and conditions for organization and implementation, etc.

Deputy Prime Minister Tran Hong Ha noted that educational innovation is a very large and complicated issue, with some goals set that will take 5-10 years to achieve. Therefore, the innovation process must be unified and consistent with the set goals; ensure stability and consensus in viewpoints and thinking; be synchronous in laws and organizational apparatus, and have systematic and scientific investment suitable to the country's conditions.

Must have a quality, standardized test bank

The Council spent a lot of time discussing the Ministry of Education and Training's proposals for organizing exams and considering high school graduation (graduation exam options) from 2025.

Delegates said that the graduation exam plan must be synchronously and systematically approached, starting from innovation in teaching and learning methods, programs, textbooks, teacher training, exam assessment, state management of education, etc., in the direction of increasing the proactive participation of local authorities, taking schools as the center, basis, and foundation. The innovation in the form and method of exams, tests, and assessment of education and training results needs to be analyzed, scientifically evaluated, quantified, and consistent with the content, goals, and roadmap for implementing education and training innovation in each stage.

According to Deputy Prime Minister Tran Hong Ha, the number one goal of the graduation exam is to assess the quality of high school training, while vocational, college and university training needs to be oriented based on the capacity, qualities and desires of students, not chasing after degrees and achievements.

Therefore, the graduation exam plan from 2025 must follow the spirit of Resolution 29/NQ-TW on fundamental and comprehensive innovation of education and training and the direction of the Government and the National Assembly, "in the direction of reducing pressure and costs for society while still ensuring reliability, honesty, and correct assessment of students' abilities, as a basis for vocational education and university education enrollment".

Delegates also proposed that the Ministry of Education and Training focus on investing in standardized test banks for all localities and regions, and develop assessment criteria in line with the implementation roadmap and goals of general education reform.

The Deputy Prime Minister emphasized the requirement that the graduation exam plan from 2025 must be simple, scientific, targeted, and effective, aiming to accurately assess students' abilities and learning process in a practical way, "what you learn is what you test".

"Any plan must have a quality, standardized test bank and regulations to ensure consistent implementation," the Deputy Prime Minister noted and requested the Ministry of Education and Training to provide scientific, public, and transparent information so that people know the policy, implementation process, and methods of implementing exam innovation compared to the set goals.

In addition, the Ministry of Education and Training needs to carefully study all options and proposals for graduation exams from 2025, including requirements on state management, conditions for implementation such as applying digital transformation infrastructure, data, information technology applications, and piloting allowing some localities to create their own questions and organize exams according to the Ministry's criteria.

The Deputy Prime Minister requested the Ministry of Education and Training to develop a comprehensive project to organize exams and consider high school graduation from 2025, with specific solutions, especially regarding the exam question bank, implementation plan, and piloting stronger decentralization to localities. This is also the content to propagate and inform the people, mobilize experts and scientists to participate, create consensus, and ensure the desire for equality in access to education.

At the meeting, the Deputy Prime Minister also stated his views and orientations for human resource development based on the foundation of a smoothly and synchronously operating education system from preschool to university and post-graduate levels. This includes not creating burdens or pressures for students in preschool and secondary schools; focusing on subjects necessary for career orientation in general education; linking college and university education with businesses, digital transformation requirements, and the country's development strategy in the new period.
