Japan considers revising duty-free shopping rules

Japan's duty-free shopping system is one of the best and most convenient in the world . However, this may soon change.

In most countries, tourists are required to pay the full amount of their purchase, including tax, at the store and then present their purchase receipt at the airport to receive a tax refund before departure. In Japan, however, the process is much easier, where the 10% consumption tax is deducted at the store on the condition that the buyer presents their passport.

The Japanese government is considering changing the system starting in fiscal 2024. According to Kyodo News, the current tax-free system is increasingly being abused, with items purchased duty-free in Japan being sold overseas at tax-inclusive prices plus a markup to make a profit.

The government may therefore consider changing the tax-free system, where tourists pay the full amount of their purchases including tax at the stores and claim a refund later, most likely at the point of departure. A decision has yet to be made, with the government expected to start discussing the issue later this year.

Currently, tourists visiting Japan on a short-term visa are eligible for tax-free shopping benefits. Tax exemptions apply to purchases exceeding 5,000 yen (about 850,000 VND) at participating tax-free stores, provided that the goods are purchased for personal use abroad.
