Many draft laws were discussed enthusiastically by National Assembly delegates.

During the week from November 3 to 7, the National Assembly spent most of its time discussing draft laws in groups, including the Law on Cyber ​​Security and the Law on Protection of State Secrets (amended) submitted by the Ministry of Public Security and contributing opinions on the draft documents to be submitted to the 14th National Congress of the Party, which received enthusiastic discussion from delegates.

Discussing the draft Law on Protection of State Secrets (amended), delegates pointed out the shortcomings and inadequacies in the work of protecting state secrets. In some places, stamping with a secret seal has become an administrative reflex; the paradox is that it is easy to secretize, but difficult to declassify, leading to a situation where the seal is sealed and then left there. Delegates requested to clarify the scope of state secrets and the responsibility of the heads of agencies and organizations who are personally responsible if state secrets are leaked or leaked...

Delegates also said that the problem lies not only in the encryption stage, but also in the declassification stage. Delegate Duong Khac Mai (National Assembly Delegation of Lam Dong Province) said that in practice, some civil servants and units are having certain confusion about determining State secrets and the level of confidentiality of State secrets, especially in the issuance of administrative documents. There are still some contents that do not have State secrets in the list, but are still shown by the level of confidentiality, so the application of the law is sometimes not in accordance with the regulations.

The delegates agreed to add the content of the regulation that in case of using State secrets of other agencies and organizations, the corresponding level of confidentiality must be determined according to the list of State secrets in the sector and field promulgated by the Prime Minister of the current Law on Protection of State Secrets. In addition, to determine State secrets and the level of confidentiality of State secrets accurately, in accordance with regulations, and to avoid arbitrariness in determining the content of State secrets, the delegates suggested that when the Government provides detailed instructions on this Law, it should be strictly, clearly and easily applied in practice.

Commenting on the improvement of the regulations on the responsibilities of heads of agencies and organizations directly managing State secrets in Article 25 of the draft law, delegate Duong Khac Mai said that the current regulations only stop at describing general administrative responsibilities, lacking regulations on personal responsibilities and specific sanctions for heads when incidents of State secrets are revealed or lost due to lax management and lack of responsibility in directing and organizing implementation. This reduces deterrence and management effectiveness. Therefore, the delegate proposed adding Clause 4 to Article 25: "4. Heads of agencies and organizations must bear personal responsibility according to the provisions of law when incidents of State secrets are revealed, leaked or lost in the agencies, organizations and localities under their management due to failure to perform or incomplete performance of the responsibilities prescribed in Clauses 1, 2 and 3 of this Article".

Agreeing with the above proposal, delegate Nguyen Phuong Thuy ( Hanoi City National Assembly Delegation) also suggested adding regulations on enhancing the responsibility of the head, the person who decides on the level of confidentiality must be accountable in case of abuse, there must be clear sanctions, contributing to establishing a culture of transparency in public service activities.

Regarding the regulations on people performing the specialized task of protecting State secrets, delegate Pham Trong Nghia (National Assembly Delegation of Lang Son province) said that Clause 1, Article 8 of the Draft Decree stipulates that central agencies and provincial People's Committees are responsible for assigning people to perform the specialized task of protecting State secrets at offices or administrative and synthesis units. At the same time, Clause 5, Article 8 stipulates: People performing the specialized task of protecting State secrets on a full-time or concurrent basis are entitled to enjoy the regimes and policies prescribed by law.

Delegate Pham Trong Nghia said that after the reorganization of the central apparatus and the merger of provinces, the number of agencies with people performing the specialized task of protecting state secrets is not much. "Given the important role and very specific nature of the work of people performing the specialized task of protecting state secrets, it is recommended to study and clearly stipulate that these subjects are entitled to preferential allowances in the Law as a basis for the Government to stipulate in detail," Delegate Pham Trong Nghia suggested.

About the draft Law on Cyber ​​Security

The majority of delegates basically agreed with the necessity of amending and supplementing the draft Law on Cyber ​​Security and many contents in the Verification Report of the National Assembly's Committee on National Defense, Security and Foreign Affairs.

In addition, in order to continue perfecting the draft Law, delegates focused on discussing: Scope of regulation; explanation of terms; principles of cybersecurity protection; responsibility for cybersecurity protection for information systems important to national security; international cooperation and judicial assistance; prohibited acts regarding cybersecurity; prevention and handling of cybersecurity violations; prevention and combat of cyber attacks; cybersecurity protection forces; classification of information system levels; cybersecurity products and services; information systems important to national security; prevention and combat of cyber espionage; protection of information classified as State secrets, work secrets, business secrets, personal secrets, family secrets and private life in cyberspace; prevention and combat of acts of using cyberspace, information technology, and electronic means to violate the law on national security protection, ensuring social order and safety; Prevention of child abuse in cyberspace; responsibilities of agencies, organizations and individuals using cyberspace; ensuring data security; ensuring network information security; education and training in knowledge and skills of network security; requirements on knowledge and skills to ensure network security for heads and leaders of agencies, organizations, state-owned enterprises, specialized forces for network security protection and officers in charge of network security protection; funding for network security protection; conditions for granting Business Licenses for network security products and services; State management of network security; responsibilities of the Ministry of Public Security; responsibilities of the Ministry of National Defense; responsibilities of the Government Cipher Committee; measures to protect network security; classification of information system levels; responsibility to protect network security for information systems important to national security...

Speaking to explain and clarify a number of issues raised by National Assembly deputies, General Luong Tam Quang, Minister of Public Security, said that the drafting agency will report to the Government, closely coordinate with National Assembly agencies to seriously study, absorb to the maximum, and specifically explain the opinions of National Assembly deputies to revise and complete the draft Law on Cyber ​​Security and Law on Protection of State Secrets (amended), and submit to the National Assembly for approval at the 10th Session according to the Session's agenda.

General Luong Tam Quang, Minister of Public Security, said that the goal of building this law is to ensure and actively contribute to the work of protecting national security, ensuring social order and safety, meeting the requirements of science and technology development, innovation, digital transformation and reorganizing the State apparatus, and implementing two-level local government.

Concluding the discussion session, Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong said that through the discussion, the majority of National Assembly deputies agreed with the necessity of promulgating the Law on Cyber ​​Security and the Law on Protection of State Secrets (amended); highly appreciated the sense of responsibility of the Government, the drafting agency and the National Assembly agencies in coordinating to complete the two draft laws. The deputies also agreed with many contents of the two draft laws, and at the same time requested the drafting agency to study, absorb, revise and clarify the issues raised by the National Assembly deputies.

Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong stated that the Secretary General of the National Assembly and Head of the National Assembly Office will have a summary report sent to the National Assembly deputies and forward it to the agency submitting the draft law for study, acceptance, revision, and reporting to the Government. The Government is requested to direct the drafting agency to coordinate with ministries, branches, and agencies in charge of reviewing, explaining, and completing the draft law. The Standing Committee of the National Defense, Security, and Foreign Affairs Committee reports to the National Assembly Standing Committee on the content of acceptance, explanation, and comments before submitting it to the National Assembly for approval.

In the 4th working week, the National Assembly will give opinions on personnel work.

On the first day of the 4th working week, the National Assembly will hold a separate meeting on personnel matters. This will be followed by an inauguration ceremony that will be broadcast live on television and radio. The National Assembly will then continue to discuss many important bills.

Also during this working week, the National Assembly will listen to the Minister of Education and Training, authorized by the Prime Minister, present a Report on two contents: Draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development; Investment policy for the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035.

The Minister of Health, authorized by the Prime Minister, presented the Report on 2 contents: Draft Resolution of the National Assembly on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health; Investment policy for the National Target Program on health care, population and development for the period 2026 - 2035.

The Minister of Foreign Affairs, authorized by the Prime Minister, presented the Submission on the draft Resolution of the National Assembly on special mechanisms and policies to implement Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation...

In addition, the National Assembly will also discuss and give opinions on many other areas.
