To develop the province into a centrally-run city by 2030, Ninh Binh province focuses on reviewing and re-planning the development space based on the potential and advantages of the locality, ensuring unity, synchronization and long-term; researching and planning urban development areas, expanding space and space, creating breakthroughs in socio-economic development, improving people's lives; mobilizing and concentrating resources to invest in modernizing urban infrastructure, building smart, bright, green, clean, beautiful urban areas with their own identity.

The province continues to coordinate with ministries, branches at the central level, and localities in the region to mobilize and exploit resources to focus on investing in key inter-regional and inter-provincial projects, especially transport infrastructure such as airports and seaports (after being approved by competent authorities), prepare conditions to ensure investment and construction of the high-speed railway on the North-South axis through the province, routes connecting the central urban areas of Phu Ly - Hoa Lu - Nam Dinh and other important projects.
Specifically, the province will propose airport planning; expansion of Ninh Co Economic Zone; expansion of CT01 expressway (Cao Bo - Mai Son); construction of Ring Road 5; Nam Dinh city (old) - Phu Ly (old) expressway, and construction of a road connecting Nam Dinh city - Hoa Lu city (old).
According to urban management experts, after merging 3 provinces, the spatial development orientation of Ninh Binh province in the Red River Delta planning has had a quite comprehensive and strategic approach, focusing on exploiting the unique advantages of each region.
Accordingly, for the Ha Nam province area (formerly), build urban areas with synchronous and modern technical and social infrastructure, ensuring quality of life for people; apply information and communication technology in urban management, build smart, green, environmentally friendly urban areas; develop central urban areas and satellite urban areas in a balanced and harmonious manner; build rural urban areas in the direction of urbanization, improve the quality of life for rural people, strive for an urbanization rate of over 60%.
For the Nam Dinh area, the planning identifies the communes and wards of the old Nam Dinh city area as urban areas for cultural development, education and training, science and technology, financial trade and the dynamic economic zone in the Northeast of the province. Aiming to build a synchronous and modern urban system, conveniently connected with major economic and social centers of the Red River Delta.
Particularly for communes and wards in Ninh Binh province, build and develop urban areas based on the outstanding global cultural and natural heritage values of Trang An Scenic Landscape Complex and the historical values of Hoa Lu Ancient Capital; build modern smart cities with their own identity, on par with heritage cities and creative cities in the world; expand urban space reasonably, connecting with neighboring areas.
Promoting investment attraction associated with urban development
After the merger, Ninh Binh province has a natural area of about 3,942 km2, a population of more than 4.4 million people; is a province with an important and strategic geographical location, is the "gateway" to the South of the Northern Delta, belongs to the North - South economic corridor; the coastal economic corridor of the Gulf of Tonkin and the East - West economic corridor; a transit point of 3 economic regions: the Red River Delta, the North Central and Central Coast regions, the Northern midlands and mountainous regions.
In the economic field, Ninh Binh province has formed distinct economic zones, in which: The northern region of the province focuses on developing industry, high technology, high-quality human resource training centers, high-quality medical centers. The provincial center develops heritage tourism associated with service and trade development. The southern region of the province develops marine economy, heavy industry, and energy industry.
Mr. Tran Quang Huy, Director of the Provincial Center for Investment Promotion and Enterprise Development Support, said: According to the development orientation, in the coming time, Ninh Binh province plans to add 53 industrial parks with an area of 12,144 hectares, of which 20 industrial parks have been put into operation with an average occupancy rate of 50%; 12 industrial parks have been established with an area of 2,562 hectares and are clearing land to build infrastructure to attract investment; 3 industrial parks have had their planning approved and are attracting infrastructure investors; 8 parks are organizing planning; 10 parks are studying to propose planning.
Regarding economic development, the province focuses on attracting and developing industry, especially high-tech, processing and manufacturing industries, creating the premise to build Ninh Binh into one of the important industrial centers of the region and the whole country. Industrial zones in Ninh Binh are evenly distributed in the regions, creating favorable conditions to attract investment and attract mechanical labor to the area for urban development.
In addition, Ninh Binh province also focuses on forming a number of new growth poles; green growth based on accelerating the transformation of urban economic structure towards strong development of clean, safe, and environmentally friendly production sectors and industries; improving service quality, strongly developing digital economy, circular economy, sports, tourism and highly competitive service sectors; developing economy based on knowledge economy, thoroughly exploiting achievements of science and technology and improving innovation capacity.
Smart urban development is linked to the urban chain and the connection between the urban economy and the economy of the surrounding rural areas. Combining growth in breadth (associated with the urbanization process, expansion of urban area and population scale), with growth in depth (based on improving urban quality and the ability to exploit, use reasonably, economically and effectively input resources in urban production, business and service activities).
