Specifically, in the bidding package for the road connecting the National Highway 1 bypass to the eastern branch of the Ho Chi Minh Highway, there are still 3 households that disagree with receiving compensation for land clearance due to concerns that the compensation price is too low. In particular, one household, during the land clearance process, requested a change from monetary compensation to resettlement, prolonging the implementation time (the planned resettlement area is not expected to be completed until March 2026).
For the Dinh Muoi Tourist Road project, there is still one household that is being persuaded to accept compensation in the form of land (the household is requesting compensation in the form of land).
Regarding the road project from Loc Ninh commune to the Northwest Dong Hoi Industrial Zone, there are still 19 households that have not been compensated. To date, successful efforts have been made to persuade 9 households to agree to the compensation plan and are considering handing over the land to the contractor for construction. The remaining 10 households have not agreed, including 2 households who have not agreed to the resettlement plan; 6 households who have not agreed to the compensation and support plan; 1 household who has not agreed to the land survey; and 1 household that has filed a complaint.

Currently, the People's Committees of Dong Son and Dong Thuan wards and Quang Ninh commune, along with the Project Management Boards for Investment, Construction and Land Development in Dong Hoi and Quang Ninh, are urgently completing the compensation plan and submitting it to the competent authorities for appraisal and approval in order to organize payments to households that have agreed to the compensation plan before December 31, 2025.
At the same time, continue to persuade households that have not yet agreed to the plan; urgently complete the dossiers and submit them for appraisal and approval as soon as the 60-day persuasion period ends as stipulated. In case households still refuse to accept the compensation, relevant agencies and units will implement the land reclamation enforcement process as prescribed.
Due to land clearance issues, contractors working on the following projects have completed 90% of the construction: the road connecting the National Highway 1 bypass to the eastern branch of the Ho Chi Minh Highway; the Dinh Muoi tourist road (75%); and the road from Loc Ninh commune to the Northwest Dong Hoi Industrial Zone (85%). They are waiting for the remaining land to be handed over in order to complete the remaining projects.
