At dawn, when Goi market (Son Tien commune) had just met, the working group of the 4 local Tax Departments of Ha Tinh province was present to support business households in converting from lump-sum tax to declaration.
Amidst the bustling buying and selling, tax officers visited each stall to survey revenue and provide instructions on how to install and use the eTax Mobile application.



Ms. Dang Thi Cuc - Deputy Head of the Professional, Budgeting, Legal and General Administration Team (4 Ha Tinh Provinces' Tax Department) said: "Goi Market meets on odd days and only takes place in the morning, so to conduct a true survey, the staff must be present from 5am. There are nearly 100 businesses here, but most of them have a revenue of less than 100 million VND/year, many people sell small items such as bunches of vegetables, dozens of eggs... making it very difficult to collect revenue information and support conversion."
According to decentralization, the Tax Department of 4 Ha Tinh provinces is managing nearly 7,600 business households in the area of 2 old districts of Huong Son and Duc Tho, of which more than 5,300 households have revenue of less than 100 million VND. In border communes such as Son Hong, Son Kim... business households are scattered, small-scale, and not concentrated, so the process of approaching and implementing the conversion is even more difficult. At traditional markets, many elderly traders do not have smartphones to make electronic declarations, making the support work even more stressful.

Ms. Le Thi Ba - a small trader selling votive offerings at Goi market (Son Tien commune) shared: "I am nearly 70 years old, buying a phone to use the internet to self-declare is too difficult. I also do not have a bank account to receive transfers. Knowing this is a general regulation, we comply, but hope the State has a way to support the elderly so that fulfilling tax obligations does not become a burden."
Also in the 60-day peak campaign to support business households to switch to self-declaration, at this time, the Tax Department of 5 Ha Tinh provinces (in charge of 2 districts: Huong Khe, old Vu Quang) is accelerating support for the conversion. Many working groups take advantage of outside working hours and holidays to directly go to each business household to provide guidance with the goal that by January 1, 2026, taxpayers can self-declarate.
"The unit has only more than 30 staff but manages a large area. The business households here are scattered, so it is very difficult to travel. In particular, about 20% of the business households are elderly and currently do not use smartphones, so support for installing eTax Mobile cannot be implemented. For the conversion roadmap to be successful, in the coming time, we request that the Party Committee and the government join hands with the tax authorities in the implementation" - Mr. Le Duc Chuyen, Deputy Head of Tax Department 5 of Ha Tinh province, emphasized.

Currently, the biggest difficulty in the conversion process lies not only in the equipment or infrastructure conditions but also in the reluctance of business households to change. Most small traders are not familiar with recording revenue and have never been exposed to online procedures, so when hearing about "electronic declaration", many people express concern.
Ms. Nguyen Thi Binh - a trader at Son market (Huong Khe commune) said: "My grocery store has hundreds of items, many of which cost only a few thousand dong. If we declare each item, it will be very difficult. We understand that this is a common trend, but we still hope to have a suitable roadmap and receive detailed instructions from tax officials so as not to affect business."


Although there are still many problems, especially in mountainous areas - where technological infrastructure is limited and elderly traders account for a high proportion, but with the perseverance of the tax sector, the conversion work is gradually achieving positive results. Along with the support of local authorities and the change in awareness of business households, it is certain that the process of eliminating lump-sum tax and switching to declaration will become smoother, contributing to creating a transparent, stable and sustainable business environment. This is also an important step to help Ha Tinh complete the goal of having business households proactively declare taxes by January 1, 2026, thereby improving management efficiency and ensuring local budget revenue.
