2 major improvements of the IOC system in localities

If the Intelligent Operation Center (IOC) in Hue is a market-exploring product, the IOC launched in 2023 in Da Nang has many improvements. Currently, IOC Da Nang is the largest center with the most subsystems in Vietnam, including all the features of the current IOC version, converging all the elements to develop into a point product towards the best version of Viettel IOC.

According to the development team, Viettel still emphasizes the “tailor-made” strategy when developing the IOC system for localities, but the tailoring has been improved in two main points. One is to exploit the values ​​of the collected data. The other is to build KPI sets for digital transformation.

Currently, the IOC in Da Nang has a complete information technology infrastructure, especially relatively complete data to develop features in many fields, and a relatively complete organizational process. Thanks to that, now and in the future, the IOC center can exploit collected data, integrate modern technologies such as artificial intelligence, and big data processing.

For example, since IOC Da Nang, the system has been equipped with smart features such as AI (AI virtual assistant) and data analysis (prediction, diagnosis) to support decision making. In addition, new features such as providing a mobile subsystem to help leaders operate flexibly, to pioneering the deployment of a new generation of AI chatbots, have also been integrated.

Or in the past, image recognition problems were quite simple, such as detecting crowds, detecting traffic violations, for example. Now, Viettel IOC can handle more complex problems such as detecting climate change, environmental change...

“In the coming time, the Center will continue to connect and synchronize database systems; and focus on implementing data analysis and exploitation to create more new values, serving the work of forecasting and making decisions based on data, helping to improve the efficiency of the city's general direction and operation,” said Mr. Nguyen Van Quoc - Director of the Da Nang IOC Center.

Along with that, the modern IOC will build KPI sets, so that in addition to standardization, digital transformation content will also be turned into goals and achieved as quickly as possible. For example, if the KPI is the rate of people's feedback being processed on time, the entire system, process, and apparatus will be adjusted to achieve that KPI.

“So, it is still 'tailor-made' but more closely linked to technology, with KPIs and the KPI set itself is also tailored and continuously adjusted,” said Duong Cong Duc, Director of Viettel Solutions Smart City Center.

Vietnamese enterprises master solutions and technology for IOC

Compared to the first version 5 years ago, Viettel Solutions' implementation method as well as IOC technology have many outstanding new features.

Currently, Viettel Solutions' IOC has focused on the in-depth effectiveness of each usecase, changing the approach towards specific usecases instead of deploying across many fields, focusing more on organization, people, and processes for effective operation.

Technological features are also continuously researched and supplemented with mobile versions for leaders, SOP standard operating process automation, chatbotAI virtual assistant and many other effective technological features are still being developed. Viettel IOC's interface and user experience are always improved to ensure modern UI/UX standards and quality assurance upgrades.

System information security is continuously upgraded to ensure system security, which has been verified through level 3 information security records and certifications provided when implementing information security drills for projects.

In particular, in each upgraded version, Viettel IOC has gradually updated and mastered 100% of the technology in the main subsystems, developing the platform into independent toolkits that are easy to integrate and develop, ensuring the ability to expand and upgrade in the future.

According to Mr. Duong Cong Duc, in the first, second, and third industrial revolutions, technology determines the way of doing things, but in the fourth industrial revolution, from habits, from behavior, from practical needs of users, a corresponding response system will be formed. Therefore, Viettel IOC always updates new technology, continuously improves, understands the needs and practical problems that arise.
