(Dan Tri) - According to statistics from the Social Insurance of Ninh Binh province, there are currently more than 700 enterprises in the area with long-term debt to pay social insurance and health insurance, causing difficulties for many workers.
On December 20, the leader of Ninh Binh Social Insurance said that by the end of November, the total outstanding social insurance and health insurance debt in Ninh Binh province was VND287,271 billion (equal to 7.17% of the total receivables). Of which, 704 enterprises owed for 3 months or more with the amount of VND101,720 billion.
According to Mr. Pham Ngoc Son, Deputy Director of Ninh Binh Province Social Insurance, the fact that units and businesses are slow to pay compulsory social insurance for employees causes difficulties for them.
Accordingly, many workers and laborers cannot close their social insurance books when changing workplaces, and many workers who are sick or on maternity leave cannot resolve their social insurance benefits according to regulations.

According to the leader of Ninh Binh province's Social Insurance, the fact that units and businesses owe social insurance for a long time has significantly affected the rights of thousands of workers.
It is worth mentioning that every month these units and businesses still deduct their employees' salaries to pay social insurance, but in reality they do not pay. Only when the employees are sick, pregnant or transferred to the social insurance agency to complete the procedures do they realize this.
According to the Deputy Director of Ninh Binh Provincial Social Insurance, currently, the handling and collection of social insurance, unemployment insurance and health insurance arrears from units is facing many difficulties, such as the limited awareness of law compliance of some enterprises, especially non-state enterprises.
In addition, the reason for social insurance debt is that businesses are too profit-oriented, deliberately do not pay, and delay paying social insurance, unemployment insurance, and health insurance debts, seriously affecting the rights of employees.
In addition, sanctions for violations are not strong enough, which is also a reason why units and businesses delay paying social insurance, unemployment insurance, and health insurance debts.
"In the coming time, Ninh Binh Social Insurance will continue to promote the activities of the Inter-sectoral Working Group established by the Provincial People's Committee and the People's Committees of districts and cities to work directly and guide units to properly implement the provisions of the law on Labor Law, Social Insurance, Unemployment Insurance, Health Insurance and Trade Union Law," said Mr. Son.
In addition, Ninh Binh Social Insurance will select units and enterprises for surprise inspections in the fields of social insurance, health insurance, and unemployment insurance, especially units and enterprises with arrears of 3 months or more, and publicly announce on mass media the identities of units with large arrears.
