In addition, collection staff will take a knowledge test on social insurance and health insurance policies and will be issued a certificate of operation by the provincial social insurance agency upon meeting the training requirements.
According to Deputy Director of the Provincial Social Insurance Agency, Ta Duc Hau, the staff collecting social insurance and health insurance contributions play a crucial role, acting as a "bridge" between the social insurance agency and the people, promptly disseminating and bringing social security policies to all segments of the population.
Organizing training and refresher courses for social insurance and health insurance collection staff, especially new employees, is a mandatory, regular, and continuous requirement maintained annually by the provincial Social Insurance agency. This ensures that collection staff are equipped with the necessary capabilities, qualifications, and skills to perform their duties, contributing to expanding coverage and improving the quality of service for the people.

The conference aims to provide timely knowledge and training in skills and expertise related to the development of social insurance and health insurance participants for new collection staff, serving the work of recruiting, advising, and developing participants; and procedures, operations, and processes for collecting social insurance and health insurance contributions. This will contribute to strengthening, improving, and enhancing the quality of operations of collection service organizations to meet the needs of the people in understanding, grasping information, and participating in and benefiting from social insurance and health insurance policies and schemes.
As of the end of July 2025, the province had 21 active Social Insurance and Health Insurance collection service organizations, including: 14 units contracted by the provincial Social Insurance agency and 7 units contracted by local Social Insurance agencies, with 1,343 collection staff distributed across most villages, hamlets, and neighborhoods in the province.
