Ethnic minority areas are places that attract investment for the country's socio -economic development, contribute to the overall economic growth and development of the country, provide an abundant labor force for society and have many contributions in the fields of industry, construction, agriculture, forestry, fisheries, and services.

By raising awareness and responsibility of the government and people in carrying out ethnic work; clearly understanding the role, position and great potential of ethnic minority and mountainous areas as well as the consistent ethnic policies of the Party and State, on that basis, fully understanding the viewpoints, goals, tasks and proactively and effectively implementing the Ethnic Work Strategy in the new situation. Focusing on building a strong grassroots political system, eliminating the situation of villages and hamlets with no Party members and Party organizations. [caption id="attachment_1208522" align="aligncenter" width="1588"] Photo Collection[/caption] Develop policies and mechanisms, prioritize solutions to mobilize resources (ODA capital, preferential loans from foreign donors) to implement the objectives of the Ethnic Work Strategy. In which, the funding for implementing the Ethnic Work Strategy is guaranteed from the State budget and mobilized from other legal sources, mobilizing the participation of commercial banks and microfinance organizations in implementing credit packages, investment capital insurance, supporting production development, contributing to promoting the will of self-reliance, self-reliance, efforts to escape poverty quickly and sustainably in ethnic minority and mountainous areas, having specific policies to encourage, attract and support organizations and individuals to invest in development. Implement programs, projects and plans publicly and transparently so that people and socio-political organizations know, participate in management, supervision, give comments and social criticism; Strengthen the inspection and assessment of the level of completion of the objectives of the issued policies, organize preliminary and final reviews, draw lessons to promptly amend and supplement policies and overcome shortcomings and limitations. Assign specific tasks between the presiding agency and the coordinating agency in the implementation of ethnic policies. Build a system of state management agencies for ethnic affairs from the central to local levels to ensure streamlining, effectiveness and efficiency. For places where no state management agency for ethnic affairs has been established, sufficient human resources must be arranged for the agency assigned the function and task of state management of ethnic affairs. Urgently submit to the Government for approval the functions, tasks, organizational structure and operation of the Ethnic Committee, ensuring the full implementation of the role of presiding, appraising or coordinating participation in appraising policies in ethnic minority and mountainous areas according to regulations. Develop and direct the implementation of the Administrative Reform Plan for the period 2021 - 2025, promote the application of information technology in the management and operation of the system of state management agencies on ethnic affairs at all levels. Complete the database system and information and reporting regime on ethnic affairs from the central to grassroots levels, in order to improve the effectiveness and efficiency of state management on ethnic affairs, develop coordination regulations between ministries, branches and localities in organizing the implementation of the Ethnic Affairs Strategy for the period 2021 - 2030, with a vision to 2045, ensuring clear assignment and division of tasks, and effective coordination between relevant agencies and organizations. Research and propose a number of new policies based on summarizing the implementation results of the previous period, ensuring consistency with the Party's orientations and policies, major policies of the State and the practical situation of each locality and ethnic group; Strengthen decentralization and delegation of authority so that localities can proactively issue specific mechanisms and policies in organizing the implementation of the contents of the Ethnic Work Strategy towards improving quality, depth and sustainability, focusing on a number of policies such as planning the development of industry clusters to promote the potential and advantages of localities in ethnic minority and mountainous areas; promote the development of supporting industries and support services to participate deeply in global value chains, meeting the diverse needs of foreign-invested enterprises. Form dynamic axes, industrial parks, commodity agriculture , services, tourism associated with the characteristics and socio-economic conditions of each locality; have policies to attract and encourage enterprises to invest in ethnic minority and mountainous areas, areas with particularly difficult socio-economic conditions. [caption id="attachment_1208524" align="aligncenter" width="768"] Photo Collection[/caption] Building a mechanism to mobilize resources, promoting public-private partnership (PPP) in developing socio-economic infrastructure, especially transport infrastructure, electricity, irrigation, information and communication systems,educational facilities, healthcare, social welfare, issuing new policies on the fields of culture, healthcare, education, training, human resource development, vocational training, and job creation for ethnic minority and mountainous areas; focusing on training and fostering economic, financial management and production management capacity for households, especially households participating in the common value chain and having production and business activities; training, fostering, and recruiting cadres, civil servants, and public employees of ethnic minorities; preserving traditional culture; improving cultural enjoyment; improving the quality of health services; Providing clean water and environmental sanitation, developing information and propaganda projects and policies to raise awareness, promote internal strength, arouse aspirations, self-reliance and self-reliance of ethnic minorities. In particular, innovating propaganda and mobilization work for ethnic minorities to ensure suitability for each locality, customs and practices of the people, applying and transferring research results from scientific and technological topics suitable to the socio-economic conditions of each locality in ethnic minority and mountainous areas. Focusing on key issues and highly practical models, with funding appropriate to the requirements and living and production habits of ethnic minorities and regions, aiming at the goal of sustainable development at the community level on the principle of taking cultural identity, community knowledge, and communication of ethnic minorities as the foundation, socio-economic development, environment, and ensuring national defense and security as the goal, science and technology as the solution; having a flexible mechanism in mobilizing resources, linking, and placing orders with organizations and businesses to supplement resources for implementation.
