Major challenges to overcome when merging Da Nang – Quang Nam

(PLVN) - The merger of Da Nang and Quang Nam is a historic turning point that opens up opportunities for regional spatial development. However, the urbanization rate and the disparity in economic growth are major challenges for the Da Nang government in the coming term.

On the morning of June 23, the People's Council of Da Nang City opened its 24th session, term X, term 2021 - 2026. Here, Secretary of the Da Nang City Party Committee Nguyen Van Quang made important statements related to the policy of merging with Quang Nam province, one of the key contents being implemented by the Party and State in the spirit of Resolution No. 36-NQ/TW and Directive No. 45-CT/TW on the arrangement of provincial-level administrative units.

According to Mr. Quang, the merger of Da Nang and Quang Nam is a major historical event, an opportunity to expand development space, connect regions and create new growth momentum. The expanded Da Nang City will become the largest centrally-governed city in the country with an area of ​​nearly 12,000 km2 and a population of more than 3 million people, possessing a diverse and rich system of airports, seaports, infrastructure, culture - tourism services.

However, in addition to positive prospects, the city leaders also frankly pointed out many difficulties and challenges that await. Specifically, the current urbanization rate of Da Nang is over 80%, the highest in the country, while Quang Nam has a large area of ​​forest and mountainous land.

“This is a huge difficulty, the challenge is building infrastructure. A city without a synchronous and modern infrastructure is not competitive enough. To do that is a huge task and also a challenge for the next term and many subsequent terms,” said Mr. Nguyen Van Quang.

In addition, the economic growth rate between the two localities is clearly different. When merging, maintaining double-digit growth, one of the key criteria, will be a big challenge.

Also at the meeting, Mr. Quang suggested that the City People's Council urgently issue a decision to establish temporary People's Council organizations in wards and communes according to the guidance of the National Assembly Standing Committee; at the same time, consider and approve a number of resolutions on specific policies to serve the process of arranging administrative boundaries, such as exemption and reduction of document conversion fees, policies to develop high-quality human resources in the public sector, etc.

Regarding the socio-economic situation, Chairman of the City People's Council Ngo Xuan Thang said that in the first 6 months of 2025, Da Nang's economy is estimated to grow by 11.03%, maintaining a group of localities with growth rates of over 10%. Many indicators exceeded those of the previous quarter and the same period. Total budget revenue reached 61.4% of the estimate and equal to 116% compared to the same period last year.

Along with that, the city has completed the program of eliminating temporary and dilapidated houses; ensuring good social security work, maintaining national defense and security. However, some shortcomings and limitations have not been completely overcome.

The implementation of infrastructure in industrial zones and clusters is still slow, the competitiveness index and administrative reform are downgraded; compensation and site clearance are stuck; mineral resources for construction materials are in short supply; smuggling and counterfeit goods are complicated. In addition, the implementation of the conclusions of the Government Inspectorate and the State Audit is still facing difficulties.

This session is also the last session of the Da Nang People's Council after 28 years since becoming an administrative unit directly under the Central Government. Therefore, many important contents were discussed, especially the mechanisms and policies according to Resolution 136 of the National Assembly, in order to prepare for the transition and consolidation period. The session also spent time discussing and approving Resolutions on the results of thematic supervision according to the 2025 plan.
