In May 1954, Nhan Dan Newspaper was the Central Agency of the Vietnam Workers' Party, publishing one issue every three days. Nhan Dan Newspaper No. 183 (from May 9 to 11) published important information after the glorious victory of the Dien Bien Phu Campaign and about the Geneva Conference (as for the excerpt from Nhan Dan Newspaper, we wrote according to the original Geneva). That was "The Declaration of the Head of the Vietnamese Delegation upon arriving in Geneva", the news "The Delegation of the Democratic Republic of Vietnam has arrived in Geneva", "Our Government has sent delegates to the Geneva Conference"... In particular, the newspaper solemnly printed the news "We have completely won the Dien Bien Phu front: Our army has destroyed over 10,000 enemy troops, shot down and destroyed 57 planes"...
Perhaps due to the conditions of communication and technology at that time, the first issue after the Dien Bien Phu Victory of Nhan Dan Newspaper did not report boldly and timely about this historical event. In the next issue 184 (from May 12 to 15), Nhan Dan Newspaper devoted a lot of space to bring more solemn information. The prominent information right under the newspaper's mantle was "We have won completely at the Dien Bien Phu front". The front page of the newspaper solemnly printed President Ho's letter to all cadres and soldiers at the Dien Bien Phu front. The touching thing is that in the first line of the letter, Uncle Ho wrote: "First of all, I send my warm regards to the wounded soldiers". Uncle Ho also did not forget to advise: "I advise you once again: Do not be arrogant because of victory, do not be subjective and underestimate the enemy, always be ready to fulfill the tasks assigned to you by the Party and the Government". Uncle Ho's letter was written affectionately and thoughtfully for the cadres and soldiers of Dien Bien Phu after the arduous and heroic days to achieve the glorious victory.

Also in issue 184, Nhan Dan Newspaper solemnly published a letter from the Central Executive Committee of the Vietnam Workers' Party and the Standing Committee of the National Assembly to cadres, soldiers, and laborers at the Dien Bien Phu front and local people. In the commentary titled "The Significance of Our Great Victory at Dien Bien Phu", signed under the pen name Nhan Dan, there was a passage affirming: "Our victory at Dien Bien Phu is a victory of justice, freedom and peace ". In addition, there was also published the Declaration of Comrade Pham Van Dong, Head of the Delegation of the Democratic Republic of Vietnam at the first session discussing the Indochina issue at the Geneva Conference. This issue also devoted a whole page to the topic "Cheers to the Dien Bien Phu Victory", including the General Command's Communiqué on the Dien Bien Phu Campaign, a summary of the campaign's developments and results, and a diagram of the Dien Bien Phu front.
More specifically, the issue of Nhan Dan Newspaper 184 solemnly published the poem “Our army won completely in Dien Bien Phu” by author CB, the pen name of President Ho Chi Minh. This is the earliest poem about the Dien Bien Phu Victory. In joy and emotion, Uncle Ho wrote a long poem, with verses full of excitement and pride. The poem has 45 verses, in narrative form, with four paragraphs. At the end of the poem, Uncle wrote: “So our army won completely/ Total victory is due to great effort/ Soldiers wrote a letter to Uncle Ho:/ “Please accept:/ A birthday gift for you,/ We tried our best to buy it”.
