Accordingly, the province requires that tutoring establishments arrange each tutoring class to have no more than 40 students; and not organize tutoring or tutoring on holidays and Tet holidays during the year according to Government regulations.
The facilities do not organize extra classes before 7:00 a.m., from 11:30 a.m. to 1:30 p.m., and after 9:30 p.m. every day. Each extra class does not last more than 2 hours a day and there is a break time for students in the middle of the session.
At the same time, tutoring establishments must comply with legal regulations on working hours and overtime of employees; ensure conditions for classrooms, desks, chairs, writing boards, lighting, drinking water, domestic water, and sanitary facilities according to regulations.

The Ninh Binh Provincial People's Committee also requested that principals update and publicize the list of teachers teaching outside on the electronic information page. At the same time, schools must report this to the management agency at the beginning of each semester and at the end of each school year.
Regarding extracurricular teaching activities, the Department of Education and Training directs schools to manage extracurricular teaching activities of teachers according to regulations, and at the same time requires teachers to spend time on self-study, self-improvement, participate in organizing extracurricular activities for students, and strive to better complete assigned tasks.
Before Ninh Binh, several provinces and cities have announced guidelines on the management of extra teaching and learning, but very few localities have detailed regulations on the time of extra teaching. Most recently, Ho Chi Minh City plans to ban extra teaching facilities from operating after 8 p.m. to ensure the health of students.
Decision No. 60/2025/QD-UBND officially takes effect from May 2, 2025.
