(QBĐT) - Quang Binh currently has 7 industrial parks (IPs) in operation, including: Tay Bac Dong Hoi IP, Bac Dong Hoi IP, Tay Bac Quan Hau IP, Cam Lien IP, Hon La Seaport IP, Hon La II IP and Western Gateway IP with a total of 40 operating factories.
According to the planning for industrial park development in Quang Binh province for the period 2021-2030, there are 10 industrial parks in the province with a total area of 2,285 hectares. At the same time, there are currently 6 industrial clusters (ICs) established in the province with a total area of 75.44 hectares. According to the plan for developing ICCs in Quang Binh province for the period 2021-2030, with a vision to 2050, there will be 38 ICCs with a total area of 756.6 hectares.
Mr. Nguyen Quoc Khanh, Deputy Head of the Provincial Economic Zone Management Board (EZMB) said: In recent times, along with investment attraction and infrastructure construction activities, the management and environmental protection (EMP) in industrial parks and economic zones in the province has always been of interest to the Provincial EZMB. The Board has a specialized department on environmental management with 5 officers and employees, including 1 specialist with professional qualifications in environmental management.
At the same time, at the Infrastructure Management Center of Industrial Parks and Economic Zones under the Provincial Economic Zone Management Board, infrastructure management teams are also arranged to carry out environmental protection and technical infrastructure tasks in industrial parks and economic zones. In addition, the units under the board in industrial parks and economic zones also focus on performing environmental protection functions and tasks, monitoring, urging, guiding, and supervising the collection and treatment of waste and wastewater of enterprises under their management.
“In response to the current requirements for environmental protection in industrial parks and economic zones, the Board has directed its departments and affiliated units to carry out management and environmental protection tasks in accordance with the provisions of the Law on Environmental Protection and related documents. Timely and specifically deploy the directives of the central ministries, branches and the province on environmental protection in industrial parks and economic zones. At the same time, issue guiding documents, urge and request enterprises and production establishments in industrial parks and economic zones to comply with environmental protection regulations. In 2023 alone, the Provincial Economic Zone Management Board has issued nearly 10 documents related to environmental management and protection in industrial parks and economic zones in the area,” said Mr. Nguyen Quoc Khanh.

In addition, the Provincial Economic Zone Management Board has also promptly issued plans and dispatches to enterprises to encourage them to organize activities in response to World Environment Day, the Campaign to Make the World Cleaner, the Month of Action for the Environment, Vietnam Sea and Islands Week, Clean Water Week... under the direction of the Provincial People's Committee and the guidance of the Department of Natural Resources and Environment. In 2023, a conference was organized to disseminate environmental protection laws in a centralized form for enterprises, small traders and the community in Cha Lo Border Gate Economic Zone.
Responding to annual holidays and events on environmental resources, the committee has developed plans and implemented meaningful practical activities such as hanging banners and slogans on environmental protection; directing organizations to organize environmental cleaning activities in industrial parks and economic zones. Thereby, awareness of environmental protection work of enterprises in industrial parks and economic zones has been increasingly raised. Enterprises have basically focused on and paid attention to environmental protection work, strictly implemented the provisions of the law on environmental protection as well as the terms of commitment according to the environmental impact assessment report and the approved environmental protection commitment.
At the same time, build environmental treatment works to collect and treat generated waste, arrange staff to concurrently work on environmental protection, implement periodic environmental monitoring programs and information and reporting regimes according to regulations.
Mr. Vo Xuan Trung, Director of Ha Quang Garment Enterprise (Dong Hoi Northwestern Industrial Park) said that environmental protection is a task that the enterprise pays attention to and regularly performs. In recent times, along with production tasks, the enterprise has always complied with the legal regulations on environmental protection. At the same time, it has increased tree planting and invested in completing environmental protection works in the enterprise premises, in order to actively contribute with the business community in the industrial park to ensure a "green-clean-beautiful" environment.
Despite efforts and many positive results, however, environmental protection work in the province's industrial parks and economic zones still faces some difficulties and shortcomings. That is, there are still some shortcomings in waste collection and treatment that need to be rectified and overcome in the coming time. In particular, according to the provisions of the Law on Environmental Protection 2020, Decree No. 08/2022/ND-CP, dated January 10, 2022 of the Government, requires industrial parks to build and regularly operate centralized wastewater treatment plants. This regulation causes difficulties for industrial parks with state-invested infrastructure.

According to Deputy Head of the Provincial Economic Zone Management Board Nguyen Quoc Khanh, in the condition that the support source from the Central Government is no longer available, the local budget is difficult, so the arrangement of capital to build a centralized wastewater treatment plant has not been implemented. On the other hand, the industrial zones of the province are small in scale, the amount of wastewater generated is not large. Building a wastewater treatment plant is costly, incurs operating costs, so the economic efficiency is not high. Up to now, only Hon La Seaport Industrial Zone has invested in completing the first phase of the centralized wastewater treatment plant, with a capacity of 500m3 /day and night.
According to the report of the Provincial Economic Zone Management Board, in the recent past, the Board has actively called for and worked with investors interested in building wastewater treatment plants in industrial zones, but due to the small volume of wastewater and low investment efficiency, most investors have refused to invest after research and survey; attracting investors to participate in the field of industrial zone environmental treatment has encountered many difficulties. Up to now, there has only been one investor interested in and participating in investing in wastewater treatment plants in Tay Bac Dong Hoi Industrial Zone and Bac Dong Hoi Industrial Zone in the form of socialization.
“The industrial parks in the province mainly attract investment from enterprises with low toxicity levels and little impact on the environment, so the amount of industrial wastewater, solid waste, and hazardous waste generated from the production process of enterprises is not large. Waste is treated internally in factories, production facilities, and services to ensure standards before being discharged into the environment. However, in response to current legal regulations, the Provincial People's Committee has also sent a document to the Ministry of Natural Resources and Environment and the Ministry of Finance requesting adjustments to a number of circulars and regulations to better suit the province's industrial parks,” added Deputy Head of the Provincial Economic Zone Management Board Nguyen Quoc Khanh.
