Speaking at the working session, Minister and Head of the Government Office Tran Van Son emphasized that in recent times, the Government and the Prime Minister have paid attention to and resolutely directed ministries, branches and localities to carry out administrative procedure reform, ensuring information to serve leadership and direction, to promote improvement of the investment and business environment, enhance the effectiveness and efficiency of state management in directing, operating and serving people and businesses, creating favorable conditions for production activities and socio-economic development.

The working group of the Government Office conducted a field survey at the One-Stop Department of the People's Committee of Hoan Kiem District.

Thereby, the above tasks have achieved initial positive results, contributing to gradually improving the operational efficiency of state agencies, limiting corruption and negativity, and shortening time and costs for people and businesses.

Carrying out the functions and tasks assigned by the Government and the Prime Minister, the Government Office works with Hanoi City to survey, exchange, discuss, and identify difficulties and problems still encountered, in order to find solutions to overcome them, improve this work, create more convenience for people and businesses in carrying out administrative procedures, contributing to improving the business environment and enhancing national competitiveness.

Reporting at the meeting, Chief of Office of Hanoi People's Committee Truong Viet Dung said that Hanoi identified the work of controlling administrative procedures and implementing the one-stop mechanism as a key task in administrative reform.

From 2021 to the first quarter of 2023, the City People's Committee has issued 71 Decisions to promulgate administrative procedures, of which, it has issued a list of 1,661 administrative procedures, replaced 204 administrative procedures, and abolished 1,584 administrative procedures. As of May 24, 2023, the Hanoi People's Committee has issued 14 Decisions, promulgating 87 internal administrative procedures in the fields of: Home Affairs, Justice, Labor - Invalids and Social Affairs, Administrative Procedure Control and Office, Transport, Finance, Tourism, Foreign Affairs, Science and Technology, Construction, Industry and Trade,Education and Training, Planning and Architecture, Health, etc.

The implementation of the one-stop mechanism and the basic inter-connected one-stop mechanism is strict and orderly, creating convenience for individuals and organizations when transacting with state administrative agencies. The reception and settlement of administrative procedures are seriously implemented by units in the area and many administrative procedure files are returned ahead of schedule. From 2021 to the first quarter of 2023, Hanoi has received more than 8 million files; more than 7.9 million files have been resolved ahead of schedule and on time (reaching 99.8%).

Notably, by the end of 2022, Hanoi had basically completed the tasks in Project 06; completed the implementation of 25/25 essential public services according to the roadmap of Project 06 (reaching 100%).

On February 9, 2023, the City People's Committee completed and put into operation, officially exploiting and using 4 important, core shared information systems and applications, including: City reporting information system; City centralized document management and administration system; Channel for receiving feedback and recommendations from people and businesses via Zalo application; Application for managing meetings of the Party Committee of the City People's Committee, City People's Committee and ready to connect, integrate, and share data information with central ministries, branches and the Government.

Speaking at the meeting, Minister and Head of the Government Office Tran Van Son requested Hanoi to continue promoting the achieved results to serve people and businesses in the most convenient way. Strengthen decentralization, authorization, and reasonable allocation of resources in implementing administrative procedures; focus on reviewing and restructuring processes, providing online public services in a user-centered manner.

Affirming that Hanoi will make every effort and speed up administrative reform to truly move towards an administration that serves the people and businesses, Chairman of the Hanoi People's Committee Tran Sy Thanh requested agencies, units and localities to unify their awareness, innovate their thinking and actions in implementing administrative reform in conjunction with digital transformation, building a smart Hanoi. Consider it a breakthrough solution with appropriate steps and roadmap to build and develop a "Cultured - Civilized - Modern" Capital.
