Construction begins on a charity house for a poor family in Phong Son commune.

Happy to have a new home.

Mr. Nguyen Van Sau (Pho Ninh village, Phong An ward) is a family with meritorious service to the revolution. Due to his advanced age, frequent illnesses, and difficult living conditions, he lacked the means to repair his dilapidated house. In early 2025, the People's Committee of Phong An ward surveyed the area and proposed to higher-level departments and agencies to approve the construction of a new house for Mr. Sau with a total cost of 80 million VND.

On the occasion of the groundbreaking ceremony for his new house on April 16th, Mr. Sau was moved: “Thanks to the government's concern, I received financial support to build a new house - something I have long wished for. The new house will help me escape the fear during the rainy and stormy season...”

According to the leaders of Phong An Ward People's Committee, in addition to the funds provided by various organizations, Mr. Sau received further support from relatives, neighbors, and benevolent individuals, with the new house expected to cost nearly 300 million VND. The house will have three rooms, a corrugated iron roof, and an area of ​​approximately 170 square meters. The commencement of construction of this charitable house not only brings joy to Mr. Sau but also delights the local Party committee and government.

Also in early April, Mr. Hoang Van Ca (Luu Hien Hoa village, Phong My commune) received 80 million VND from the People's Committee and the Vietnam Fatherland Front Committee of Phong Dien town to help him rebuild his house. Mr. Ca is classified as poor and had lived for many years in a dilapidated, cramped house that lacked adequate living space. When the local authorities proposed that he be included in the list of poor households eligible for house rebuilding, in less than a month, his family received the financial support to rebuild a new house. During the groundbreaking ceremony for Mr. Ca's house, many organizations, philanthropists, and local people attended and provided additional funding to help complete the house and make it more spacious and comfortable.

Mr. Nguyen Huu Chung, Chairman of the People's Committee of Phong My commune, said that recognizing the importance of rural infrastructure development as a key policy, the locality has implemented a specific plan for the people. Policy dissemination has been carried out through various forms suitable to local conditions. The Vietnam Fatherland Front Committee of the commune, along with other associations and organizations, mobilized villages and groups to contribute labor to dismantle houses, dig foundations, and transport materials.

According to Mr. Hoang Viet Cuong, Chairman of the People's Committee of Phong Dien Town, although the program for poverty alleviation and social welfare was launched by the Government in April 2024, the locality had been actively implementing this activity for many years prior. Through various plans and solutions, not only the government but also associations and organizations in Phong Dien have promoted poverty alleviation for the poor, those in difficult circumstances, and families entitled to preferential policies… because this is a program that Phong Dien Town considers very meaningful, humane, and ensures social security for the people…

Efforts are being made to complete this before June 2025.

At a recent meeting of the Steering Committee for Sustainable Poverty Reduction and Rural Development in Phong Dien Town, it was reported that as of March 10, 2025, there were 154 temporary and dilapidated houses belonging to poor households and families entitled to preferential policies that needed repair or reconstruction (17 new houses and 137 houses to be repaired). Of these, 88 houses belonged to households with meritorious service to the revolution; and 66 to poor and near-poor households. It is estimated that the central government will provide nearly 2.8 billion VND in funding for the construction and repair of houses for those with meritorious service to the revolution (an average of 60 million VND per new house and 20 million VND per house for upgrading and repairing). The cost of constructing and repairing houses for poor and near-poor households will require social mobilization, estimated at nearly 2.6 billion VND (an average of 60-80 million VND per new house and 30 million VND per house for upgrading and repairing). Phong Dien aims to support the construction of 3-5 new houses and the repair of 5-10 houses per month.

Mr. Vo Van Vui, Secretary of the Phong Dien Town Party Committee, said that the program for new house construction and housing assistance for disadvantaged families and those who have rendered meritorious services to the revolution is a deeply humane policy of the Party and State aimed at helping people "settle down and make a living." "By all means, Phong Dien will strive to complete the support for building new houses before June 30th and the support for house repairs before October 30th," Mr. Vo Van Vui said.

Due to the tight timeframe, especially given the current disruption and reorganization of administrative boundaries at the commune and ward levels, the People's Committee of Phong Dien Town has assigned specific tasks to each relevant department, agency, and locality to oversee and monitor the progress of the program.
