The Lao Cai-Vinh Yen 500kV Transmission Line Project is a key national power grid project whose investment policy has been approved by the Prime Minister in Decision No. 1274/QD-TTg dated October 26, 2024. The project is expected to contribute to improving the efficiency of power system operation, socio -economic development, strengthening national defense and security, and ensuring national energy security upon completion.
With such significance and importance, the Lao Cai - Vinh Yen 500 kV Transmission Line Project has received great attention from the Government, the Prime Minister and local ministries and branches, with strong direction and resolution to remove all difficulties and obstacles so that the project can be completed on schedule and energized before August 31, 2025.
Overcome the sun, overcome the rain, and not lose to the storm
The Lao Cai-Vinh Yen 500 kV Transmission Line Project has a total length of 229.5 km with 468 pole foundation locations; the starting point is the Lao Cai 500 kV Transformer Station, the ending point is the Vinh Yen 500 kV Transformer Station. The project is invested by EVN, with the Power Project Management Board 1 (NPMB1) as the investor representative; passing through 4 provinces: Lao Cai, Yen Bai, Phu Tho and Vinh Phuc.
At the project site, taking advantage of favorable weather, contractors focused on human and material resources to dig and cast the foundation. Not only working during the day, many contractors also worked overtime at night to complete the foundation digging and casting in May, preparing for the pole erection and wire pulling phase from June 2025.
Nguyen Trung Kien, Deputy Director of the Executive Board of Song Da 11 Joint Stock Company, said: At location 166, more rocks have been created than expected. According to the plan, the pole erection at this location was scheduled to be completed by May 22, but due to the need to deal with arising issues, the construction could not be completed until May 31. The contractor has increased from 2 excavators with a capacity of 300 tons to 5 excavators and added 5 more transport trucks. It is expected that the contractor will take advantage of the pole location in the plain area, convenient for equipment to move to the base of the pole, this location will be mechanized, using cranes to erect the pole quickly according to the schedule.
"Working hours increased from 8 hours to 12 hours per day," said Mr. Pham Van Tinh, a worker of the Construction Team of Song Da 11 Company. According to Mr. Tinh, the staff in charge of the construction sites determined not to be subjective, learning from the experience of the 500 kV Line 3, Quang Trach - Pho Noi, this project was focused and accelerated right from the beginning. The implementation plan at the pole locations was also carried out "rolling", when the pole was almost finished, workers were arranged to move to another location; materials and equipment were also transported from the warehouse to the base of the pole during sunny weather, ready to erect the pole as soon as the foundation was completed.
Do not let the situation of "foundation waiting for columns"
Head of Package 1HH Hoang Quoc Dong affirmed: Any location where the foundation is finished will have columns erected immediately, not allowing the situation of "foundation waiting for columns" to occur. Due to the important and urgent nature, for the first time, many packages of this project are implemented as PC packages (combining construction and goods supply). Up to now, the pilot mixed package has shown many advantages.
According to the Bidding Management Board of Vietnam Electricity Group (EVN), in previous power transmission projects, the steel pole supply package and the line construction package were implemented independently and during the construction process, there were situations where the foundation was waiting for the pole, or the equipment was not synchronized... With this project, thanks to the application of the PC package, the contractor has a certain initiative. Currently, the materials are relatively complete, limiting the situation of the foundation waiting for the pole like some previous projects.
Ngai Cau Investment, Construction and Trading Joint Stock Company (Ngai Cau Company) and Dong Anh Steel Column Manufacturing Limited Company (Dong Anh Company) are undertaking 6 packages, equivalent to more than 28,000 tons of steel including: shaped steel columns, steel pipes, and angle steel for the project. The two enterprises are maintaining "3 shifts, 4 shifts" production, "eating quickly, sleeping urgently", and not taking holidays to contribute to ensuring the progress of this key project.
Mr. Nguyen Minh De, General Director of Dong Anh Company, said: The unit has coordinated with Power Project Management Board 1 (EVNPMB1) to develop a plan, identify priority locations for manufacturing and supplying materials in advance. In addition to the 600 officers and employees of the factory who are working hard, during the peak period, the company will coordinate with subcontractors to add more human resources to keep up with the progress. Regarding equipment, the units are speeding up the distribution of materials; the handover of steel poles, accessories, and conductors is expected to be completed in June 2025.
In the 10 packages of the Lao Cai-Vinh Yen 500kV Transmission Line Project, some packages have also been independently assigned to capable and experienced contractors. As of May 14, in package No. 9HH, which was independently constructed by PC1 Group Joint Stock Company, the site has been handed over at 48/48 locations, the steel reinforcement and concrete pouring have been completed at 36 foundations, 8 foundations are under construction, and 4 locations have not been implemented.
Commander of Package No. 9HH Nguyen Van Bau emphasized: Nearly 200 workers are assigned to the construction site and are working simultaneously at 48 pole positions of the package. In the coming time, to speed up the progress, the contractor will use more local workers and on-site equipment, modern technology, especially the technology of pulling the bait wire using unmanned aerial vehicles, to minimize compensation as well as the impact on the production activities of the people when it comes to the wire pulling construction stage.
