An Phu – Roads of “Party's Will, People's Heart”

These days, coming to the villages of An Phu commune, we feel the joyful and excited atmosphere of the people here when many new traffic routes are being simultaneously started and built. People in the villages are urgently rebuilding fences and gates after donating land for rural roads. Many people believe that these are roads of "the Party's will and the people's heart", because according to the district's policy, the area for road expansion is donated and contributed by households on both sides of the road.

Mr. Sam Dinh Don - Secretary of Khau Vi village Party Cell shared: "In order for people to believe, understand and follow, the policy must first be absorbed by the people. With that spirit, the Party Cell has assigned tasks to each member to perform the mass mobilization work well. The Party Cell has also organized propaganda and mobilized the people through village meetings so that people can understand the policy and agree to donate land for road construction. The village road is located in the central area of the commune, where goods are exchanged and there are 2 schools, so the expansion of this road has met the expectations of the people and received high consensus". With the right policy, in line with the people's wishes, it has been positively responded by the majority of people. In a short time, 70 households in Khau Vi village donated more than 2,000 m2 of land to expand the traffic route in the village from 3m to 7.5m.

"Since the State has a policy to widen the road surface to 7.5m, my family has proactively dismantled structures and crops, and is willing to donate part of the land to hand over the site to build a road, helping people and students travel more conveniently and easily." - Mr. Hoang Van Quyen, Khau Vi village happily said.

People of An Phu commune are willing to cut down trees and crops to donate land to widen the road.

Mr. Loc Van Hanh - Chairman of An Phu Commune People's Committee said that with the attention of the State to expand and upgrade the main road of An Phu commune with a length of over 1.3km, with a total investment of over 9.5 billion VND, designed as a grade IV mountainous road, asphalt structure, expanded from 3m to 7.5m. The Party Committee and the government of An Phu commune have issued a specific action plan, established a commune-level Steering Committee, assigned and assigned specific responsibilities to each member, and are responsible to the Party Committee for the assigned tasks. The village-level mobilization committee was also established, headed by the Party cell secretary, inviting prestigious people in the village and clan to participate in propaganda and mobilization to create consensus among the people in donating land for road construction.

In all meetings and activities, the grassroots Party cells always include land donation in the content of discussion, deliberation and orientation for leadership and direction of implementation. The right policy, clear goals, good practices, exemplary cadres and Party members have contributed to making the land donation movement to open traffic routes take place enthusiastically, creating a spread throughout residential areas. The key point that helps the mobilization of land donation for road construction in the locality achieve high results is that the commune has promoted democracy. All information is public and transparent; villages organize meetings with people, listen to the opinions, thoughts and aspirations of the people.

For households that do not agree, the government works with brothers, relatives, and prestigious people in the community to persuade and analyze thoroughly. Commune leaders directly attend meetings with village party cells, identify each road that needs to be expanded to come up with solutions, closely follow the locality to grasp the thoughts and aspirations, and persuade people to trust and follow. With the motto, cadres and party members do first so that the people can follow; take the example of villages that do first and do well to gain experience; take households that do well and do first to encourage those that do later to spread and replicate widely to gain experience, it has created momentum and developed into a large-scale emulation movement in the whole commune.

With creative and suitable methods, up to now, An Phu commune has mobilized 119 households in 2 villages to donate over 5,100m2 of land; demolished 425m of fences, solid gates, auxiliary works, 154 trees and crops... and hundreds of laborers to expand nearly 1,300m of rural roads with widths from 3 to 7.5m... At the same time, from resources mobilized from the people, new gates, fences, drainage ditches, electric poles have been built; many flower and tree routes have been planted, creating a bright, green, clean and beautiful environment, thereby creating favorable conditions for construction units in the process of building rural roads.

Coming to An Phu highland commune today, spacious, clean and beautiful roads have been invested and built, not only helping people travel conveniently but also opening up many opportunities for people to develop the economy , improve their material and spiritual life, contributing to the development of An Phu commune.
