
Delegates attending the seminar said that the above results not only clearly reflect the efforts of localities in improving housing conditions for people, but also demonstrate the spirit of solidarity, consensus, and shared responsibility of the whole society in implementing the goal of sustainable poverty reduction nationwide.
20/63 provinces and cities have no more temporary or dilapidated houses.

Deputy Minister of Ethnic Minorities and Religions Nong Thi Ha said that as of March 2024, there were still over 300,000 households living in temporary and dilapidated houses nationwide, and many households had no place to live. Faced with this reality, in April 2024, Prime Minister Pham Minh Chinh , Chairman of the Central Emulation and Reward Council, launched a nationwide emulation movement to join hands in "eliminating temporary and dilapidated houses" in 2025.
Up to now, 20/63 provinces and cities nationwide have achieved the criteria of no more temporary or dilapidated houses. The country has supported the elimination of 203,048 temporary or dilapidated houses. Of these, 138,671 have been completed and 64,377 are under construction.
"Each house is a gift, a love, a meaningful home that shows comradeship, compatriotism, and the sharing of love of the whole community," Deputy Minister Nong Thi Ha expressed.
Sharing at the discussion, Ms. Vo Thi Minh Sinh, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province affirmed that this is a program that is being implemented very vigorously and resolutely, not only simply supporting housing, but also opening up a peaceful place for people to work and produce with peace of mind, gradually rising out of poverty.
“What is more meaningful is that the program strongly spreads the spirit of community solidarity, contributing to narrowing the gap between rich and poor, and stabilizing people's lives,” Ms. Vo Thi Minh Sinh emphasized.

In the campaign to eliminate temporary, dilapidated houses, the police force has actively taken the lead. Major General Nguyen Hong Nguyen, Deputy Chief of the Office of the Ministry of Public Security, said that to date, the police force has completed 29,100 houses to give to households and people across the country.
“In all regions of the country, the people's public security force is participating in building and donating houses. Those who have contributed their efforts, those who have money, and those who have strength, contribute their strength to join hands in "eradicating temporary and dilapidated houses" for our compatriots,” Major General Nguyen Hong Nguyen shared.
Need more fundamental livelihood policies
Sharing about the tasks for the coming period, Deputy Minister Nong Thi Ha said: "Housing support is an important first step, but to help people escape poverty sustainably, there needs to be more fundamental and long-term livelihood policies."
According to the Deputy Minister, the State needs to continue investing in transport, telecommunications and power grid infrastructure to help people have better access to social services and improve their ability to respond to natural disasters and climate change. In particular, localities need to focus on vocational training and creating jobs on the spot, especially for children of poor households so that they can have stable jobs in the future.

From a local perspective, Ms. Vo Thi Minh Sinh believes that it is important to help people understand that a "3 hard" house (hard foundation, hard house, hard roof) is just the starting point. Sustainability comes from the way they maintain, care for and perfect that home.
“In reality, when we hand over houses to people, we see that there are houses with almost nothing inside. Therefore, after having stable housing, people really need livelihood support policies such as providing seedlings, livestock, vocational training, and job referrals to help them escape poverty,” said Ms. Vo Thi Minh Sinh.

From a business perspective, Colonel Dao Xuan Vu, Deputy General Director of the Military Industry - Telecommunications Group (Viettel), said that it is important that we solve the root causes of people's difficulties, especially livelihood issues.
“Housing is being built and partly supported by loans, however, if the fundamental problem of employment and income is not resolved, it will be very difficult for people to truly stabilize and develop long-term,” Colonel Dao Xuan Vu expressed.
According to Colonel Dao Xuan Vu, local authorities need to proactively develop mechanisms and policies to create jobs to help people stabilize their lives, thereby improving the effectiveness of support programs.
