Efforts to overcome all difficulties and create breakthroughs in social housing development

On the afternoon of June 2, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired the Conference to deploy Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development and reviewing and assessing the social housing development situation in the first 5 months of the year, and the implementation plan for the last months of 2025.

Also attending were Deputy Prime Minister Tran Hong Ha; representatives of leaders of central ministries and branches. The conference was broadcast live to the People's Committees of provinces and centrally run cities.

According to the Ministry of Construction , regarding the planning and allocation of land funds for social housing development, synthesizing reports from localities, nationwide, 1,309 locations with a scale of 9,737 hectares of land have been planned for social housing.

Most localities have allocated enough land for social housing development. Many localities have paid attention to and allocated land for social housing in convenient locations, near urban centers and industrial parks, ensuring technical and social infrastructure requirements such as: Dong Nai (951ha), Long An (507.2ha), Binh Duong (203.8ha), Quang Ninh (173.4ha)...

According to local reports, the implementation of social housing targets in localities is as follows:

Regarding the results of the implementation of the Project of 1 million social housing apartments: Nationwide, 686 social housing projects have been implemented with a scale of 627,867 apartments, of which 117 projects have been completed or partially completed, with a scale of 80,811 apartments; 159 projects have started construction, with a scale of 135,563 apartments; 416 projects have been approved for investment policy, with a scale of 417,185 apartments.

Thus, the number of completed and started projects reached 51% of the target set in the Project by 2025 (428,000 units).

Results of social housing investment in the first 5 months of 2025: Nationwide, 159 projects have been started and are under construction, with a scale of 135,563 units; of which 21 new projects have been started, with a scale of 20,428 units. In the first 5 months of the year, 22,649 social housing apartments have been completed.

Comments and evaluations: Through reports from 63 localities and actual inspections, the Ministry of Construction has found that there has been a clear change in the results of social housing development in localities. Many localities have paid attention and urged the implementation, with good results; however, there are still many localities that have not paid attention and the implementation results have not met the requirements. The ability of localities to complete the investment target of building 100,000 social housing apartments in 2025 is as follows:

The localities capable of completing the targets assigned by the Prime Minister include 20 localities: Bac Ninh, Hai Phong, Bac Giang, Nghe An, Dong Nai, Hung Yen, Da Nang, Hue City, Dak Lak, Vinh Phuc, Thai Binh, Hai Duong, Hoa Binh, Ha Nam, Tuyen Quang, Quang Tri, Kon Tum, Ninh Thuan, Hau Giang, Ca Mau. The number of apartments that localities can complete is 45,928 units.

The localities that are implementing the project are unlikely to complete the target assigned by the Prime Minister, including 25 localities: Hanoi, Ho Chi Minh City, Binh Duong, Thanh Hoa, Quang Ninh, Lao Cai, Khanh Hoa, Binh Thuan, Binh Phuoc, Tay Ninh, Binh Dinh, Tien Giang, Thai Nguyen, Long An, Phu Tho, Can Tho, Lang Son, Ba Ria-Vung Tau, Dong Thap, Lam Dong, An Giang, Kien Giang, Ben Tre, Tra Vinh, Nam Dinh. The number of apartments that localities can complete is 24,352 units/53,414 units of the target (28,062 units short).

Localities that have not yet implemented social housing projects include 18 localities (total target of 4,366 units): Quang Nam, Phu Yen, Vinh Long, Yen Bai, Bac Lieu, Son La, Ninh Binh, Ha Tinh, Quang Binh, Dak Nong, Soc Trang, Ha Giang, Cao Bang, Bac Kan, Dien Bien, Lai Chau, Gia Lai, Quang Ngai.

Speaking at the opening of the conference, Prime Minister Pham Minh Chinh stated that the Party and State have social policies and social security policies on housing; accordingly, ensuring the right to housing, equal access to housing for people and caring for the disadvantaged.

Emphasizing the need to correctly understand the very wide range of subjects supported in social housing policies, the Prime Minister said he had heard opinions saying "my province has no industry, no workers, so there is no need to develop social housing".

According to the Prime Minister, this is not a complete understanding of the policy, because social housing policy is also for the poor, the disadvantaged, new graduates, teachers in remote areas, border guards in border areas, etc.; that is, people with low incomes and housing difficulties in general.

Recently, the Government and the Prime Minister have focused on directing ministries and branches to resolutely implement tasks and solutions, remove difficulties, obstacles, and institutional bottlenecks to promote the development of social housing.

Regarding institutional improvement, the Government has submitted to the National Assembly for promulgation and amendment of many regulations and laws related to social housing development policies such as the Housing Law, the Real Estate Business Law, the Land Law and many related laws... The Government has issued over 25 decrees to create a legal system on social housing development.

Regarding the direction and administration, the Government has issued 22 resolutions, the Prime Minister has issued 12 directives, decisions, and telegrams; the Prime Minister has chaired many direct and online conferences nationwide with localities, businesses... with many specific and drastic solutions and tasks to remove difficulties and promote the development of social housing.

On April 3, 2023, the Prime Minister issued Decision No. 338/QD-TTg approving the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021-2030".

Accordingly, the goal by 2030 is to complete at least 1 million social housing units and by 2025 to strive to complete 100,000 social housing units. To date, the results as reported by the Ministry of Construction have had many positive changes; in the first 5 months of 2025, 22,649 apartments were completed, with 21 more projects starting construction with a scale of 20,428 units.

The Prime Minister assessed that, despite difficulties, the implementation has been carried out resolutely and seriously, especially by the Ministry of Construction, Ministry of Agriculture and Environment, Ministry of National Defense, Ministry of Public Security, etc.

The Prime Minister emphasized that social housing must not be located in the middle of nowhere or have “extra land” but must have adequate infrastructure for transportation, electricity, water, telecommunications, social services, health care, culture and education. However, the implementation of social housing projects still faces many difficulties and obstacles, mainly complicated and lengthy institutions and administrative procedures.

Therefore, implementing the Prime Minister's direction at the National Conference on removing difficulties and obstacles, promoting the development of social housing on March 6, 2025, the agencies submitted to the Government proposals to the Politburo and the National Assembly on 6 specific mechanisms and policies to immediately remove difficulties and obstacles for social housing projects.

After the National Assembly issued Resolution No. 201/2025/QH15 dated May 29, 2025 on a number of specific mechanisms and policies for social housing development at the first session of the 9th session of the 15th National Assembly, the Government issued an Action Program to implement the Resolution.

According to the Prime Minister, the Resolution of the National Assembly has many breakthrough mechanisms and policies such as establishing the National Housing Fund; expanding the scope of enterprises, state agencies, political organizations, and socio-political organizations to rent social housing to arrange for their officials, civil servants, public employees, and workers to live in, creating conditions for officials, civil servants, public employees, and workers to work with peace of mind, including foreign workers and workers.

Many contents in the Resolution have reduced and reformed administrative procedures in social housing development such as: Assigning investors without bidding, not requiring detailed planning tasks, eliminating procedures for basic design appraisal, price appraisal, exempting construction permits, integrating some administrative procedures which, according to the report of the Ministry of Construction, will reduce at least 350 days.

Along with that, supplement and assign the Provincial People's Committee to regulate the conditions for enjoying social housing policies for subjects affected by the organization and rearrangement of administrative units.

The Prime Minister stated that Resolution No. 201/2025/QH15 has removed institutional bottlenecks to promote the development of social housing. However, to effectively implement and concretize these specific mechanisms and policies, it is necessary to continue to have unified direction and leadership from Party committees and heads of ministries, branches and localities.

The Prime Minister requested that delegates immediately discuss and agree on tasks and solutions to immediately implement the Resolution without delay; at the same time, it is necessary to review and re-evaluate the implementation of tasks assigned to ministries, branches and localities, good and bad deeds; results of social housing development in the first 5 months of 2025 and the following tasks from now until the end of 2025.

The Prime Minister asked the delegates to propose solutions in the spirit of 6 clear: clear people, clear work, clear time, clear responsibility, clear authority, clear results for effective implementation.
