For flood drainage, Binh Luc district mainly relies on large stations such as Vinh Tri, Co Dam (Nam Dinh); Huu Bi (Ly Nhan), Dinh Xa (Phu Ly City), all of which are not located in the district. The whole district has 166 fixed pumping stations with 256 pumps of various types, with a total capacity of 385,380m3/h; of which 04 pumping stations (An Do, Dong Du, Ba Xa, KTB pumping stations with a total capacity of 33,350m3/h) are managed by Ha Nam Irrigation Works Exploitation One Member Co., Ltd., the rest are managed, exploited and operated by agricultural service cooperatives. Most of the in-field pumping stations have combined irrigation and drainage functions. Every year, the pumping stations are basically maintained and repaired to meet the irrigation and drainage requirements for agricultural production. The whole district has 202 irrigation canals of levels 1, 2, 3 (including: 120 irrigation canals and 82 drainage canals) managed and operated by Ha Nam Province Irrigation Works Exploitation One Member Co., Ltd. and agricultural service cooperatives.
Currently, the irrigation coefficient of irrigation works in the district is very low compared to the requirements for production. The drainage coefficient is 3 - 3.5 l/s/ha, while the requirement is 7.0 l/s/ha. Due to limited drainage capacity, the level of flooding in the rice-planted area when there is heavy rain is quite severe. Specifically, according to calculations, if 200 mm of rain falls continuously for 3 days, it can cause flooding of about 4,000 hectares (common in agricultural service cooperatives: Xuan Tien, Thanh Noi, La Son, Binh Thanh, Vu Thanh, Vu Ban, ...); 300 mm of rain falls for 3 days, it can cause flooding of about 6,000 hectares (common in agricultural service cooperatives: Boi Cau, An Phu, Que Son, Hoa Binh , An My, ...); Rain over 350 mm in 3 days can cause flooding of about 6,500 hectares (common in agricultural service cooperatives: Binh Ly, Don Xa, Thuong Xuan, An Do, My Tho...).
According to Mr. Nguyen Anh Hoang, Deputy Director of Binh Luc Irrigation Enterprise, the biggest difficulty in draining water in the district is the low-lying and uneven land between regions. Drainage basically depends on the remote main system, managed by other units. The current canals are also narrowed and divided due to the construction of urban areas, industrial zones, and roads.
Every year, the district's localities have proactively carried out flood control work through investing in the construction of irrigation works, dredging canals, etc. For example, in the 2024-2025 winter-spring irrigation period, the district dug and filled 167,190 m3 of soil; repaired 253 culverts, dams, siphons, 138 pumps of all kinds and 59 pumping station suction tanks; cleared 255,890 m2 of duckweed; cleared 134,050 m of weeds along the canal, 1,161 m3 of soil and rock, 1,271 m3 of waste; dismantled 34 poles, rafts and 01 tent encroaching on the canal bed and protection corridor. Agricultural service cooperatives in the area have proactively taken measures to drain water for the crop season when heavy rains occur. La Son Agricultural Service Cooperative has a production area of over 500 hectares, located entirely in the lowest area of the district and at the end of the drainage source. To proactively produce and respond to flooding before the rainy and stormy season, the Board of Directors of the Cooperative has repaired and maintained all 14 electric pumping stations in the fields, with 30 units with a capacity of 1,000 - 4,000 m3/h. At the same time, dredge over 5,000 m3 of soil/year on the entire canal system with a total length of more than 40 km. La Son Agricultural Service Cooperative assigns production teams to regularly clear water fern, trash, and clear the flow of canals in the management area. Therefore, the irrigation system of the Cooperative can ensure drainage in conditions of 200 mm of rain in 3 days. Mr. Nguyen Huu Duc, Director of La Son Agricultural Service Cooperative, said: Being proactive in construction solutions and ensuring the service capacity of the irrigation system plays an important role in drainage. Canals and pumping stations managed by the Cooperative always ensure good operation during the rainy and stormy season; Most of the production area in the area is guaranteed not to be flooded for long periods when it rains heavily.
The impact of climate change and the current weather is complicated and unpredictable, increasing extreme factors, especially heavy rains in a short period of time that can cause widespread flooding. The People's Committee of Binh Luc district directs the Irrigation Enterprise and the Agricultural Service Cooperatives to closely monitor weather developments to proactively respond appropriately to the developments of natural disasters. Before each forecast of heavy rain, buffer drainage solutions are proactively implemented on all canals; at the same time, operating the regulating dams reasonably to divide the watershed for each drainage pumping station... Along with that, the Irrigation Enterprise of Binh Luc district coordinates with the Agricultural Service Cooperatives in draining water on each field to the canal system; focusing on creating ventilation and continuity from the irrigation canals on the field surface, the intra-field canals to the main drainage canal of the pumping station, avoiding the situation where there is still a lot of water in the field but the main pumping station lacks operating resources. The main goal is that flood control work needs to be done quickly and effectively, minimizing impacts and damage to crops.
